Speaking at an expanded meeting of the Agency, Anar Zhailganova, Chairwoman of the ACSA, noted that one of the reasons for this situation lies in people's distrust of the fairness of selection in these competitions.
“Despite the sufficient legal regulation, the principles of meritocracy in practice are not fully respected. I ask you to study the situation on the ground, conduct a detailed analysis and take effective measures to eradicate such practices. Kazakhstanis should see that the principles of meritocracy really work, ” she said.
As a solution to this issue, monitoring of staff appointments through the E-kyzmet system was proposed. To do this, it is necessary to complete the integration of this system in government agencies and improve it, which will allow for full monitoring of staff appointments.
That is, the system will have to “track” all the processes of appointments and not allow to make illegal personnel decisions, to manipulate with quarter requirements, team movements. Anar Zhailganova reminded the whole staff that ensuring compliance with the principle of meritocracy, openness and transparency of staff movements is one of the main tasks of the Agency.
