In Kazakhstan, the state provides free legal aid to citizens in need. At a briefing in the capital's communications service, Aidos Shambulov, Deputy Head of the Astana City Department of Justice, told who can receive this assistance, and also summed up the work of this system in 2024.
As noted by Aidos Shambulov, the right to qualified legal assistance is enshrined in the Constitution of Kazakhstan. In cases stipulated by law, legal assistance is provided free of charge. This principle is implemented through the Law "On Advocacy and Legal Assistance", which regulates the procedure for the provision of legal aid. The State provides citizens with free legal assistance, including legal information, legal advice and representation of interests in court.
According to him, vulnerable groups of the population can receive free legal aid, including large families, disabled people, war veterans, victims of violence and human trafficking, minors without care, as well as victims of industrial accidents.
"These categories are defined by law, and we strive to provide high—quality support to everyone who needs help," said Aidos Shambulov.
Thus, in 11 months of 2024, more than 17,500 citizens used the services of guaranteed legal aid, which is 21% more than in 2023.
More than 9,800 legal consultations were provided, about 7,300 criminal services, and legal assistance in civil and administrative matters was provided in 431 cases.
Shambulov also noted an increase in requests for legal advice, which indicates an increase in legal awareness among the population.
"To date, the Astana City Department of Justice has concluded contracts with 195 lawyers and 90 legal consultants who provide guaranteed legal assistance services. The system also provides for strict monitoring of the validity of the refusal to provide assistance. The grounds for refusal may be the absence of a legal nature of the application or the applicant's belonging to categories not covered by law. All refusals are issued on a reasoned basis and can be appealed in court," said Aidos Shambulov.
Assistance was mainly provided in the recovery of alimony and the appointment of pensions, support for victims of crime, as well as assistance to large families, pensioners and people with disabilities.
