Today, a meeting on modernization and digitalization in the field of civil protection was held at the Command Center for Strategic Planning and Operational Management of the Ministry of Emergency Situations of the Republic of Kazakhstan. The event was attended by Vice Minister of Emergency Situations Batyrbek Abdyshev, Minister of Ecology and Natural Resources Yerlan Nysanbayev, Minister of Water Resources and Irrigation Nurzhan Nurzhigitov, Vice Minister of Digital Development, Innovation and Aerospace Industry Malik Olzhabekov, as well as representatives of relevant government organizations and national companies.
One of the key issues of the meeting was the modernization of the IT infrastructure of the Command Center of the Ministry of Emergency Situations of the Republic of Kazakhstan. Batyrbek Abdyshev, Vice Minister of Emergency Situations, noted that significant efforts had been made to upgrade the Command Center in order to introduce modern digital solutions for more effective monitoring and operational management in emergency situations.
"The integration of data from different government agencies and the constant presence of their specialists ensure well—coordinated work and prompt decision-making," Batyrbek Abdyshev emphasized.
The Command Center of the Ministry of Emergency Situations of the Republic of Kazakhstan is a key structural unit responsible for the operational management of civil protection forces and facilities, as well as the collection and processing of information on natural and man-made emergencies. As part of the renovation of the Center's infrastructure, work was carried out this year to modernize the premises and update the information and technical base. Specialists from the Republican dispatching Service of RSE "Kazavialesohrana", RSE "Kazhydromet" and JSC "Kazakhstan Garysh Sapary" were involved in this process.
Special attention was paid at the meeting to digital initiatives and joint efforts of government agencies in monitoring and responding to emergencies. Gulnara Kabzhanova, Director of the Platform Solutions Department at NC KGS JSC, demonstrated the capabilities of the platform Tabigat.gov.kz and Maksat Yelemesov, Deputy Chairman of the Committee of Forestry and Wildlife of the MENR of the Republic of Kazakhstan, presented the system of early detection of forest fires and automation of reporting of the Republican Dispatch Service.
In addition, modeling of the spread of steppe and forest fires, carried out as part of the automation of the Ministry of Emergency Situations, was presented at the meeting. Murat Abdykhalykuly, the head of the Geoinformation Systems Project of the Ministry of Emergency Situations, demonstrated the progress of fire modeling, and engineers of the Platform solutions Department of JSC NC KGS and the General Director of RSE Kazhydromet spoke about the flood forecasting system.
At the end of the meeting, Chairman of the NAO "Information and Analytical Center for Water Resources" Kairatgali Khairulla presented the flood forecasting systems Talsim and Delft-FEWS, after which an important update was demonstrated: an emergency warning system. She was represented by Sayat Battalov, Head of the Communications and Warning Department of the Ministry of Emergency Situations of the Republic of Kazakhstan.
Following the meeting, the participants discussed further steps to create a Unified Situation Center that will coordinate the functioning of information systems and provide logistical support in the field of civil protection. It was also proposed to develop an interdepartmental terms of reference for the implementation of this project.
