The National Commission on Women's Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan summed up the work for the current period and defined tasks for 2025.
The meeting was attended by the Chairman of the National Commission, Minister of Culture and Information of the Republic of Kazakhstan Aida Balayeva, members of the National Commission, representatives of the expert community, deputy akims of the regions, heads of central government agencies.
Aida Balayeva noted that in the past year, the National Commission had worked out a wide range of topical issues of protecting the rights of women and children, promoting family values and the idea of responsible parenthood. At the same time, the Chairman stressed that it is necessary to build a more systematic work aimed at high results.
One of the key topics of discussion at the meeting was the implementation of gender policy in the public service system.
In this direction, the Agency for Civil Service Affairs of the Republic of Kazakhstan is working to improve the professional and leadership competencies of women. Seminars and trainings on such topics as "Women's leadership", "Career and family" have been held this year.: how to keep a balance", "Women's Leadership: Balancing career and family" with the participation of local and foreign experts, who trained 876 civil servants.
The Chairman noted that for more effective results, it is necessary to involve a male audience in gender education. In addition, it is necessary to strengthen information and explanatory work in the regions.
Also at the meeting, the members of the National Commission agreed that it is necessary to consolidate gender expertise at the legislative level in Kazakhstan.
The National Commission already has successful cases of normative work. This year, its members participated in the development of the Law of the Republic of Kazakhstan "On Amendments and additions to certain Legislative acts of the Republic of Kazakhstan on ensuring the rights of women and the safety of children."
Also, together with the deputies of the Parliament, work has begun on revising the norms of marriage and family legislation regarding the payment of alimony.
This year, an Action Plan was approved to ensure the promotion of equal rights and opportunities for men and women for 2024-2027. The institute of freelance advisers to akims on gender equality issues has been introduced.
During the year, the National Commission confirmed the status of a sought-after dialogue platform between the government, civil society and international organizations. Thus, the pilot project "One-Stop-Service" initiated by the National Commission has shown its effectiveness – about 50 criminal cases have been considered, most of which are related to sexual abuse of children, over 700 women and children who applied received emergency legal, psychological and expert assistance.
As part of the international campaign "16 active Days against violence", about 7 thousand events were held in the republic, covering more than 430 thousand people.
The practice of visits by expert groups of the National Commission to the regions was effectively used. A comprehensive analysis of the problems, assessment of regional peculiarities and development of solutions were carried out on site.
The Commission members have prepared a number of initiatives to ensure the digital safety of children and suicide prevention among adolescents and young people.
The charity project "Salamatty Kazakhstan Train", which is in demand by residents of remote areas, this year reached over 100 thousand people with medical, psychological, legal and mediation assistance. Special attention was paid to mothers with many children, as well as socially vulnerable families raising children with disabilities who found themselves in a difficult life situation.
The potential of the regional commissions on women's affairs and family and demographic policy was actively involved in this project, which made it possible to expand the coverage of the population and study their sensitive issues.
Thanks to the IT-Aiel project, this year more than 3,000 unemployed women who want to work in the IT field have completed a training program on freelance and e-commerce tools. The number of applications submitted (5,151) has doubled this year.
The National Commission ensures Kazakhstan's positioning as a responsible member of the global community. Members of the National Commission made a presentation on Kazakhstan's fulfillment of international obligations in the field of family and gender policy at the discussion platforms of the 68th session of the UN Commission in New York, the Council of Europe and other international venues.
