Astana hosted the international conference on accreditation and quality of medical care "Patient in the spotlight" in honor of the 15th anniversary of the accreditation system in healthcare, where participants shared their experience in improving the quality of medical care.
The accreditation system is designed to stimulate the high quality of medical services and patient safety through a voluntary assessment of the medical organization for compliance with standards in all aspects of the organization's work. Today, accreditation has become an integral part of Kazakhstan's healthcare system.
The experience of accreditation in healthcare has allowed us to gradually develop a culture of adherence to quality standards among the teams of accredited medical organizations, transform the recognition system of accrediting agencies into a model of developed countries with full independence of assessment, institutionally strengthen the role of the accrediting body through post-accreditation monitoring, as well as increase the potential of thousands of healthcare workers who work in accordance with quality standards.
Over the course of two days, more than 500 participants and speakers from Kazakhstan, Greece, Mongolia, Russia, Serbia, the USA, Tajikistan, Uzbekistan, and France effectively exchanged knowledge and best practices in improving the quality of medical care and ensuring patient safety.
First Vice Minister of Health Timur Sultangaziev noted that due to openness to innovation and continuity among managers and employees of the healthcare system, Kazakhstan has built a full-fledged accreditation system consisting of a competitive environment for accrediting agencies, active participation of more than 55% of medical organizations in voluntary accreditation, internationally accredited accreditation standards and an internationally recognized training program auditors – experts in external integrated assessment.
Ilyas Bakirov, Deputy Director of the Department of International Cooperation; Dr. Skender Syla, Head of the WHO Country Office in Kazakhstan; Abylkair Skakov, Chairman of the Board of the NAO FSMS; Chairman of the Federal Fund, spoke in the first panel discussion on "Ensuring quality and safety through financing medical care" moderated by Ainur Ayypkhanova, WHO Consultant Compulsory medical insurance of the Russian Federation Ilya Balanin and Advisor to the Chairman of the Professional Union of Medical Workers QazMed, ex-Minister of Health Yelzhan Birtanov.
The heads of the health insurance funds of Kazakhstan and Russia introduced the audience to the experience of stimulating high-quality medical services within the framework of the health insurance system. The first heads of the health insurance funds of Kazakhstan and Russia also signed a Memorandum of cooperation.
As a result of systematic work for 15 years, the standards and services of the ACQH accreditation organization approved in Kazakhstan are used by leading medical organizations in Mongolia, Russia and Uzbekistan, whose heads were solemnly awarded certificates of international accreditation at the conference based on the results of an independent external comprehensive assessment by the Kazakhstan ACQH accreditation center. The key organizer of the event, Botagoz Kaupbapeva, head of the NGO "ACQH", also signed a number of memorandums of cooperation with partners from near and far abroad.
The conference participants noted that in 2009, Kazakhstan was the first in the CIS to build a system of national accreditation, laying a solid foundation for continuous improvement of the quality of medical care. Today, both the accreditation standards, the accreditation agency ACQH, and the auditor training program have received international accreditation from the International Society for Quality in Healthcare (ISQua), proving compliance with international requirements, and ensuring the international export of Kazakhstani services. Now Russia, Tajikistan and Uzbekistan are adopting this experience.
Within the framework of the conference, honored healthcare workers and accreditation experts who have made a significant contribution to improving the quality of medical care were awarded medals "For their contribution to the accreditation system". The organizers presented a commemorative letter and a souvenir to the daughter of Salidat Kairbekova, Minister of Health of the Republic of Kazakhstan in 2010-2014 for her contribution to the development of the accreditation system.
The participants adopted a Resolution of the conference, which contains systemic measures recommended for further improving the quality of medical care, such as the need to adopt a national strategy on quality in healthcare and the formation of a national quality report. The resolution was sent to all interested parties for work.
