In accordance with Article 23-1 of the Law of the Republic of Kazakhstan "On Local Public Administration and Self-Government", based on coordination with the Administration of the President of the Republic of Kazakhstan and the decision of deputies of the Maslikhat of the Tulkubassky district, Askar Sultanovich Estibayev was appointed akim of the Tulkubassky district by order of the akim of the Turkestan region.
Akim of Turkestan region Darkhan Satybaldy introduced the new akim to the district's activists. Deputies of the district maslikhat supported his candidacy.
Nurzhan Zhaksylykuly, who previously held this position, was relieved of his post due to a transfer to another job.
– I am sure that the new mayor, together with the deputies, will make every effort to improve the socio-economic indicators of the district, create comfortable living conditions for the population and implement the President's policy. The main tasks are to attract investments, open production facilities, and improve the well–being of residents," Darkhan Satybaldy said.
Brief biography of Askar Estibayev: Born on July 18, 1974 in Tyulkubassky district. He has higher education in law and economics. He started his career in 1998 as a bailiff of the Almaly District Court of Almaty. In 2002-2006, he held senior positions in the judicial administration of Astana, as well as in branches of financial organizations. In 2006-2013, he worked at the Embassy of Kazakhstan in the Russian Federation, as well as in senior positions in the Ministries of Education and Science, Communications and Information, Culture and Information, Transport and Communications. In 2013-2022, he served as Advisor to the Akim of Shymkent, Deputy Chairman of the Board of SEC Shymkent, head of departments in the Ministries of Education and Science, Energy, Ecology, Geology and Natural Resources. Since October 2022, he has held the position of Deputy Chief of Staff of the Akim of the Turkestan region.
