During her working visit to Almaty, Minister of Health Akmaral Alnazarova visited medical institutions in the city and held a meeting with the medical community with the participation of all heads of the department, territorial divisions of the Department of Health, and chief doctors of medical organizations.

In the city polyclinic No. 36 of the Nauryzbai district, the minister got acquainted with the work of various departments of the polyclinic, including medical and pediatric practice, highly specialized medical care, rehabilitation department, youth health center "Salauwatty Zhazat" and modular CT center. The work of a universal progressive model of home care for families with young children was discussed here.

The clinic serves more than 65,000 people, including about 29,000 children.

In turn, the head of the department stressed the importance of an integrated approach to the organization of the patronage service and the need to create a single resource center to coordinate the work of this service in all medical organizations in Almaty based on one of the largest clinics in the city.

Then the Minister visited the city Clinical Hospital No. 7, which is the largest multidisciplinary clinic in Almaty. More than 11,000 operations are performed here every year, and patients are cared for in 27 clinical departments, including centers for neurosurgery, cardiology, nephrology, and endocrinology.

Hospital Director Manas Ramazanov spoke about the achievements of the institution, such as the introduction of innovative treatment methods, improving the quality of medical care, and increasing the availability of services.

The hospital has departments unique to the city: an endocrinology center for the treatment of patients with endocrine organ pathologies and a citywide nephrology department specializing in the diagnosis, treatment and rehabilitation of patients with kidney diseases.

After visiting medical institutions, Akmaral Alnazarova held a meeting with the medical community of Almaty. In his opening remarks, he noted the high level of qualification of Almaty doctors and the introduction of advanced technologies into the city's healthcare system.

During the meeting, problematic issues in the field of maternal and child health protection were discussed, which require prenatal training and modern contraceptives for pregnant and fertile women, monitoring of serious conditions and measures to ensure their necessary care.

Summing up the work of the healthcare system in 2024, he personally focused on the reform of the compulsory health insurance system, the revision of the regulatory framework and the development of more than 240 amendments to the Code "On Public Health and the Healthcare System." . These measures are aimed at improving the medical care system, forming a single package of state medical care and increasing its transparency.

"In September of this year, in his address to the people of Kazakhstan, the Head of State instructed to create a single package of medical care balanced with the budget. Everything that goes beyond this package must be covered by your health insurance system. In order to switch to single-package financing, we have carried out a lot of analytical work and made calculations," the minister said.

The Ministry of Health has developed a mechanism for a phased transition to a Single package, which provides for the inclusion of first aid (PHC) services in the NSR package by 2027.

At the same time, free state guarantees for all citizens, regardless of their insurance status in the National Health Insurance System (NHRS), are reserved for the following types of medical care::

- Emergency care
- Diagnosis and treatment of all infectious diseases; cirrhosis of the liver, orphan diseases, acute myocardial infarction, stroke). inpatient care;
- Palliative care;
- Provision of blood products.

The Minister noted that the introduction of a single package of medical care will lead to a number of positive changes. These are the clarity of the boundaries of the National Medical Center and the National Medical Center, without duplication of services, the availability of examinations in case of suspected diseases of social importance and cancer screening, regardless of the status of the National Medical Center, and an increase in tariffs in accordance with actual costs.

In 2027, it is planned to complete the transition to the primary insurance financing model, where the cost ratio will be 30% (1.2 trillion tenge) for the National Insurance Fund and 70% (2.85 trillion tenge) for the National Insurance Fund.

It is important to note that today the state introduces insurance premiums for 15 categories of the population, including children, pregnant women, pensioners, students, the disabled, the unemployed and other categories of the population, which make up more than 11.9 million Kazakhstanis. They provided access to medical care regardless of insurance.

As a result of the inclusion of all categories of citizens in the health insurance system, including 1.1 million residents with a crisis level of well-being, the insurance level for the group of people with socially significant diseases will increase to 93%.

The measures taken to increase the coverage of the population with health insurance and the state's obligations to insure privileged categories of the population minimize the risks of unavailability of medical care, including primary care.

The head of the department also spoke in detail about the modernization of primary care, positive changes in the availability and quality of medical care for patients.

After the working council, the Minister of Health held a meeting with residents of Almaty and received citizens on their personal issues.

The Minister's working visit made it possible to give a comprehensive assessment of the health care in Almaty, identify the main areas of work and outline plans for the future.
