Talgat Batyrovich Muratov was born on January 28, 1972 in the Almaty region. He has three higher educations. In 2007, he graduated from the Kazakh National Academy of Architecture and Civil Engineering with a degree in Expert Appraiser, in 2015 from the Kazakhstan Innovation University with a degree in Law, and in 2018 from the Kazakh University of Communications with a degree in Engineering and Technology.
He started his career in 1993, as an executive director at Stroydetal in Semipalatinsk. Later, he worked as an economist at Semey Agricultural Machinery LLP, Deputy Director of Comfort-Express LLP, and director of the branch of Mining and Metallurgical Equipment Design Bureau LLP.
From 2012 to 2014 - Deputy General Director of the Limited Liability Partnership "Shygys Samgau". From May to September 2014, he was the head of the department of the Retail center of the Semey branch of ATF Bank Joint Stock Company. From 2014 to 2015, he was the chief specialist of the Department of Construction, Architecture and Urban Planning of Beskaragai district. From 2016 to 2018, he was the head of the Department of Architecture, Urban Planning and Construction of the Zharminsky district. From 2018 to 2022 – Deputy akim of the Zharminsky district.
Prior to his current appointment, he held the position of akim of Beskaragai district.
