In 2024, 18,035 ethnic Kazakhs returned to their historical homeland and received the status of kandas. In total, 1 million 146 thousand ethnic Kazakhs have returned to the republic since 1991.
45.4% of the Kandas who have arrived in Kazakhstan since the beginning of this year are from China, 38.9% from Uzbekistan, 6% from Mongolia, 5.8% from Turkmenistan, 2.7% from Russia and 1.3% from other countries.
As of December 1, 2024, the number of ethnic migrants of working age is 57.1%, minors – 33.4% and pensioners – 9.5%.
Of the working–age Candace, 17.5% have higher education, 25% have specialized secondary education, 54.7% have general secondary education, and 2.8% have no education.
The ethnic Kazakhs who arrived settled in various regions of the republic.
At the same time, the following labor-deficient regions have been identified for the resettlement of Kandas: Akmola, Abai, Kostanay, Pavlodar, East and North Kazakhstan regions.
The quota for admission of Candace in the regions of settlement for 2024 is 3,033 people. As of December 1, 2024, 2,961 Candace have been resettled in the resettlement regions.
The Candace, who settle in the above–mentioned regions, are provided with state support measures in the form of relocation subsidies – at a time in the amount of 70 MCI (258.4 thousand tenge) per head and each family member; for housing and utilities - monthly for one year in the amount of 15 to 30 MCI (from 55.3 to 110.7 thousand tenge). tg).
Since the beginning of the year, various support measures have been provided to 2,624 hospitals. In particular, 794 people were employed permanently.
At the same time, in order to increase the effectiveness of voluntary resettlement, institutional measures have been taken to support employers involved in the resettlement of citizens and candace to work-deficient regions. A certificate of economic mobility has been introduced for the purchase, construction of housing or to cover part of the initial payment on mortgage housing loans at a time for free and irrevocable in the amount of 50% of the cost of housing, or up to 4.28 million tenge per family. As of December 1 of this year, 2,449 people have received certificates.
It should be recalled that last year, the mechanism for awarding the status of candace on the principle of "one window" through the Embassies of Kazakhstan was implemented in a pilot mode. Within the framework of the pilot, it is possible to resolve issues about visiting our country, a place of work, housing opportunities and obtain the status of a visa without entering the territory of the republic. To date, 22,666 applications from ethnic Kazakhs have been accepted in the new format.
