Deputy Prime Minister of the Republic of Kazakhstan Tamara Duissenova, as part of a working trip to the Karaganda region, got acquainted with the implementation of the President's instructions, visited a number of social facilities.
The Deputy Prime Minister's working trip began from the village of Samarkand in Bukhar-Zhyrau district. According to the program "Modernization of rural healthcare", the construction of a medical outpatient clinic is being completed. The former building burned down, and doctors are now taking patients in an adapted room. 1.3 thousand residents of Samarkand and four nearby villages are attached to the medical facility.
"We are very glad that a new building is being built, all residents are happy. There will be a treatment room, a laboratory, as well as physiotherapy and immunoprophylaxis. We will have a pharmacy warehouse, and residents will be able to receive free medicines on the spot, without going to the city or district," says nurse Asem Zhaudina.
In total, 92 facilities are planned in the Karaganda region under the program "Modernization of rural healthcare". Of these, 14 were commissioned in 2023, and 27 by the end of this year. The rest should be completed next year. This is aimed at solving the task set by the Head of State to provide villagers with affordable high-quality medical care.
Tamara Duissenova also got acquainted with the implementation of the Auyl Amanaty program. In his Message to the People of Kazakhstan, the President of the country positively assessed its effectiveness. The program is aimed at increasing the incomes of villagers and creating jobs.
This year, Temirlan Kanatov, an animal breeder from Petrovka village, joined Auyl Amanaty. The entrepreneur, having issued a preferential loan, purchased 11 dairy cows. The resulting milk is supplied for processing to one of the local enterprises.
"It is good that there is such a program for rural residents. We have the opportunity to open our own business. The main thing is to establish sales of your products. We are fine, there are no problems. We hand over all the milk, and with the proceeds I bought feed and hay for livestock, pay for electricity, and prepared a place for winter animal husbandry. In the future, I want to develop and open a workshop for milk processing and production of dairy products," Temirlan Kanatov shared.
Andrey Stepanenko, a resident of Botakara village, received a gratuitous grant under the Unified Comprehensive Entrepreneurship Support Program. I bought the necessary equipment for the service station. He was previously unemployed and has a group 2 disability. Now the entrepreneur provides not only for himself, but also got two fellow villagers to work. There are plans to expand the business through a loan under the Auyl Amanaty program.
The Deputy Prime Minister, together with the head of the region Ermaganbet Bulekpayev, held a meeting on the implementation of the Auyl Amanaty project. Akims of districts and rural districts participated in it. The results of the republican monitoring of the program were presented, as well as the best cases implemented in other areas.
Ermaganbet Bulekpayev noted the relevance of the project among the villagers. Last year alone, 456 micro-loans were issued, most of which were to owners of private subsidiary farms. 639 jobs and 62 agricultural cooperatives were created.
At the meeting, a memorandum was signed with two large companies – Kazakhmys and Qarmet. They will purchase local products to feed their workers.
"On behalf of the President, we are monitoring and analyzing the implementation of Auyl Amanaty in the regions. In the Karaganda region, we met with entrepreneurs who, thanks to the loans provided, were able to open their own business. They are satisfied and plan to expand production. One of the key tasks remains the organization of product sales, and for this purpose memoranda were signed today. These two companies employ more than 63 thousand employees, and the cost of feeding workers is over 10 billion tenge. The memorandum should bring real results. This will allow large enterprises to make an economic contribution to the region, and for rural residents it will be an excellent opportunity to sell their products that meet all standards," Tamara Duisenova commented.
She stressed that the task of rural akims is to bring information about state support tools to every resident.
The Deputy Prime Minister also held a meeting on the development of sports with the participation of heads of sports organizations, children's and youth schools in the region. Vice Minister of Tourism and Sports Serik Zharasbayev reported on the planned changes. The sports community expressed its proposals regarding the introduction of a per capita standard for financing youth sports schools. Starting next year, it will be tested at the pilot project level, including in Temirtau.
Tamara Duissenova noted that the opinions and suggestions expressed will be carefully considered within the framework of a specially created working group.
