The Mazhilis approved in the first reading the legal regulation of the Unified voluntary accumulative system "Keleshek"
The Mazhilis approved in the first reading amendments to some legislative acts on the exclusion of excessive (excessive) legislative regulation of norms in the fields of information, social development, culture and archival affairs. In particular, the draft law provides for the legal regulation of the activities of the Unified Voluntary Savings System "Keleshek", the creation of which the President announced in his Address "The Economic Course of a Fair Kazakhstan".
The basic model of "Keleshek" will be implemented within the framework of the current platform of the State Educational Accumulative System. It is provided that each parent has the right to open an account in the name of a child at any age in any bank or life insurance company. For children who turn 5 years old, the state charges a one-time starting educational capital from the budget in the amount of 60 MCI to each account, and 120 MCI for orphans.
For parents, there are requirements for an annual contribution to the child's account of the minimum contribution: 12 MCI for children from the SSN and 24 MCI for the rest. A state premium of 5% for all children, 7% for children from children with disabilities, as well as the established profitability of a bank or insurance company will be accrued annually on savings.
In case of violation of the requirements for the annual contribution of the minimum contribution, the initial educational capital is subject to return to the budget. The accumulated funds can be used for studying at colleges and universities in Kazakhstan or abroad. In the case of receiving a state educational grant, the accumulated funds can be used to obtain another level of education, transfer funds to a deposit/insurance contract of a third party, receive funds with capitalized remuneration when providing a document on education, or use funds to improve housing conditions in accordance with the law.
