The President of the Republic of Kazakhstan Kassym-Jomart Tokayev noted that with the help of digital technologies, our country seeks to make the daily lives of citizens as easy as possible and ensure equal opportunities for all people. To achieve this goal, it is necessary to move to a fundamentally new level of digitalization of public administration.
“The essence of this approach is that the main direction of state policy is directed at the person, his needs and interests,” the Head of State noted.
The digital transformation of Abai region demonstrates significant achievements in creating infrastructure for “smart” cities and developing the IT sector of the region. With the approval of the Roadmap for the creation of “smart” cities in Semey, which includes 27 projects (17 basic and 10 additional), the region is confidently moving towards integrating high-tech solutions in urban resource management. Akim of Abai region Nurlan Urankhayev spoke in detail about digital innovations in the region.
The main goal of the Roadmap is to create safe and comfortable living conditions for citizens through the effective use of technologies. It is intended to improve the quality of life of city residents and guests, increase the competitiveness of the city, optimize the management of urban resources, reduce the negative impact on the environment, and increase citizen participation in decision-making.
For example, a number of important projects were successfully implemented in 2023-2024. These include public transport dispatching, the introduction of electronic payment systems for road fares, the creation of a unified system of video monitoring and video analytics on roads, as well as the development of digital museums and libraries, the automation of housing and communal services, digital accounting of green spaces, the opening of IT-areas in educational institutions, and the launch of a unified contact center "109".
"On my instructions, the super application "My Semey" is being developed. The application will integrate many city services and will become a direct bridge between residents and the local executive body. Through the application, residents will be able to order a taxi, monitor public transport, sign up for clinics, integrate with the "109" service, and receive intelligent guide assistance at cultural facilities. It is planned to launch the ALAKOL.KZ booking service for tourists to book vacation homes. This will not only create favorable conditions for vacationers, but also stimulate the development of the tourism business and increase tax revenues,” the regional akim said.
As an important step in the development of the IT sector of the region, it is worth noting the creation of the Abai IT-Valley technology cluster in 2022. Modern coworking spaces were opened on the basis of Alikhan Bokeikhan University. New equipment was purchased and educational programs were launched.
“The cluster conducts courses with the participation of specialists with international experience. It opened a robotics and representative center of the Kazakhstan Sports Programming Federation. It participates in the Tech Orda program, which provides free training at the expense of Astana Hub. It works with world technology leaders such as Google Developer Groups, Solar Asia, Kolesa Group and Huawei Technologies. By 2025, it is planned to expand educational programs, increase the number of vouchers under the Tech Orda program to 150, and develop startups ready for commercialization. The introduction of online courses will increase the accessibility of educational programs for a wide audience,” the head of the region added.
Digitalization is developing rapidly in the Abai region. Artificial intelligence is being introduced for the safety of children and specialties in the education sector of the region. This will not only contribute to the development of the economy, tourism and education, but will also become a solid foundation for the future, for innovation.
