It became known what social assistance will be provided to low-income families in Astana. Acting Deputy Head of the Department of Employment and Social Protection Bolat Zhumadil said this at a briefing in the capital's Communications Service, the official website of the capital's akimat reports.
According to the speaker, the poverty line is calculated as 70% of the minimum subsistence level established in the regions, cities of republican significance and Astana.
"The monthly social assistance is assigned on the basis of conditional and unconditional cash payments. Unconditional cash assistance is received by families without able-bodied members. "The assistance is provided to low-income single and (or) single people with limited opportunities to participate in employment assistance measures, that is, due to reaching the retirement age established in paragraph 1 of Article 207 of the Social Code, having a disability of the first or second group, having a disease that may result in a temporary incapacity for work of more than two months, low-income families that do not have any able-bodied people or the only able-bodied member is a child under three years old, a child with a disability, a person with a disability of the first or second group, or an elderly person in need of care and assistance from a third party," the speaker said.
According to the head of the department, conditional cash assistance is paid to families that have at least one able-bodied member who can get a job.
"To the amount assigned under the Social Security Act, an additional payment in the amount of 1.5 monthly calculation indices is paid on a monthly basis for each child from 1 to 6 years old (inclusive). In 2025, the additional payment will be 5,898 tenge per month.
Applications for the social assistance program are made once a quarter. In 2024, a total of 2,614 families, including 13,269 people, were assigned social assistance programs in Astana, and about 1.8 billion tenge were paid. Including: conditional cash assistance - 1,429 families (8,393 people); unconditional cash assistance – for 1185 families (4846 people).
Among the able-bodied people: unemployed – 45 people, employed at the time of application – 1610 people, people caring for children, children with disabilities, people with disabilities of groups 1 and 2, and the elderly – 1897 people,” says Bolat Zhumadil.
In 2024, 76 people from among the unemployed were covered by active employment measures:
- placed in permanent jobs – 53 people;
- for public works – 14 people;
- for youth practice – 1 person;
- vocational training – 5 people;
- 3 people received grants to open their own businesses.
“The share of employment of able-bodied members of recipients of the conditional cash assistance (CCA) in 2024 was 64.9%.
Also, In 2025, the activities of precinct commissions were digitized, which, based on a study of the material situation, issue a conclusion on the need for families to provide social assistance. The FSM social mobile application was created for these commissions. Its advantages are: - geolocation determination (the exact geographical location of the applicant); - simplification of the procedure for making quick decisions and issuing conclusions; - the formal approach to conducting research and making decisions has been eliminated,” said the Acting Deputy Head of the Department of Employment and Social Protection at a briefing in the Communications Service.
