A scientific and practical conference was held on the topic "Issues of the use of the state language in the judicial system" in the "Mangilik el" hall of the K. Zhubanov University.
It was attended by the head of the region Askhat Shakharov and the judge of the Supreme Court Doszhan Amir.
The conference brought together representatives of judicial and law enforcement agencies, as well as teachers and students of law disciplines of the university.
Opening the event, the judge of the Supreme Court Doszhan Amir noted the importance of the topic under discussion in the further development of the legal system of Kazakhstan.
"The use of the state language in the judicial system is not only a necessity, but also an important step in strengthening the legal foundations of our country. We must create conditions for the high-quality use of the Kazakh language in all spheres of life, including justice," the judge of the Supreme Court noted.
The regional akim also emphasized that the use of the state language in court proceedings should be given priority by local authorities.
“The state language plays an important role in court proceedings. In this area, a Memorandum of Understanding on mutual cooperation in the development of the state language policy was signed. Relevant measures will be taken within the framework of this document. In general, the issues of keeping records in the state language are under close attention. Compliance with language legislation is monitored and controlled. According to the results of last year, the share of outgoing documents in the state language of state bodies in the region amounted to 97.5%. I am confident that the joint efforts of state bodies and courts will allow us to further strengthen the position of the state language and create all the necessary conditions for its full use in court proceedings,” the akim said.
It should be noted that in 2024, about 48 thousand cases were considered in regional courts, of which 22,719 were considered in the state language, which is 48%. Considering that 85.5% of the population of the region is Kazakh, 48% of cases require joint efforts of the judiciary and authorized bodies, as well as taking specific measures in this direction, - the speakers noted.
The conference raised a number of issues, including the problems of using the Kazakh language in judicial acts and documents, the training of specialists with a professional command of the state language, legal initiatives aimed at improving the quality of using the Kazakh language in the judicial system, and measures taken to encourage lawyers to actively use the Kazakh language.
Judges and prosecutors shared their experience of working with the Kazakh language in court proceedings and noted that, despite significant progress, it is necessary to solve a number of tasks, such as increasing the level of language training of personnel, developing additional educational courses, and introducing new technologies for translating legal terms.
Special attention was paid to the need to develop a unified terminological base in the Kazakh language that would facilitate the work of human rights defenders, judges, and lawyers.
At the end of the conference, the participants agreed on the importance of further developing language policy in the judicial system arrived.
