Digital transformation of East Kazakhstan region: smart cities, innovations and creative economy

East Kazakhstan region is confidently moving towards digitalization, introducing modern technologies into various spheres of life. Large-scale projects are being implemented in the region to develop smart cities, automate government processes, support IT startups, and provide access to broadband Internet.
The development of digital solutions in city management is one of the main priorities. The Smart Cities project has already implemented 26 initiatives, three of which use artificial intelligence technologies. Thus, an intelligent PACS system is operating in the healthcare sector, which allows for early detection of oncological diseases. It is connected to 20 medical institutions and has already processed more than 13 thousand images using artificial intelligence.
In addition, business processes of state bodies have been automated: digital data registers have been created, reporting has been systematized, and key documents have been digitized. In 2025, similar work will be carried out in six departments, including the education, culture and energy sectors.
- Another step towards regional security is the O.P.E.R intelligent video surveillance system. More than 5 thousand cameras have been installed in the region, 300 of which use video analysis. This allows for a prompt response to incidents and increases the level of public safety. Thanks to these and other projects, the East Kazakhstan region has scored 77 points in the relevant rating and entered the top three among the "smart" regions of Kazakhstan, - noted the head of the Department for the Development of Digitalization and Informatization Arnur Turarov.
The IT sector is actively developing in the region, creating conditions for the growth of talented developers. In 2024, 96 events for startups were held in the region: hackathons, master classes, business meetings and trainings, which were attended by 3,107 IT specialists. The best 95 projects received support.
At the beginning of 2025, the DOGS team from the East Kazakhstan region won the “Best AI Startup Idea” nomination at the Digital Almaty 2025 international forum. Its LIFT project is an educational platform for the rapid introduction of technologies, including blockchain. The success of East Kazakhstan youth confirms the high level of regional IT initiatives.
For effective management of regional initiatives, the Bitrix24 system has been introduced in the region. It allows you to monitor the progress of digital projects, automate task management, and coordinate the work of responsible departments.
In the first stage, the main facilities were added to the system: the Hematology Center in Ust-Kamenogorsk and a 600-seat school in Ridder. The hematology center, which has been under construction since 2020, is 80 percent complete and will be completed by the end of 2025. All necessary agreements have been signed in Ridder, and the construction of a new educational institution has begun.
Another priority is Internet access. Today, 219 settlements in the region (96.7 percent of the population) are connected to the network. The remaining 138 settlements will have access to the Internet by the end of 2027, but local authorities intend to accelerate this process and complete it by 2026.
In addition, to improve Internet coverage:
•160 schools are provided with Starlink satellite Internet;
•25 antenna mast structures are being dismantled in Ulistan; Menogorsk through fiber-optic communication networks.
East Kazakhstan region is showing excellent results in digitalization, relying on advanced technologies, safety and comfort of citizens. The introduction of artificial intelligence, automation of public services, support for IT startups and the development of high-speed Internet are steps that make the region not only modern, but also technologically advanced. East Kazakhstan is confidently moving towards a future where digital technologies will improve the quality of life of every resident.
