Kostanai is a leader in the economy of the region and is rapidly developing in the direction of improving the quality of life. The city is systematically carrying out work on housing construction, infrastructure modernization, improvement, development of the transport system and digitalization.
Economic development and employment
Kostanai is the leader of the regional economy, providing 57% of the regional industry. 50% of the region's small and medium-sized businesses are concentrated here, which has a positive impact on the development of entrepreneurship and employment.
According to the results of 2024, 6.7 thousand new jobs were created, 88% of which were permanent. The city's budget for 2025 amounted to 154.1 billion tenge, an increase of 7% compared to the previous year. These funds will be used to further develop urban infrastructure, support businesses, and implement social programs.
Housing construction and improvement
In 2024, 332 thousand square meters of housing were commissioned in Kostanay, and more than 4 thousand families received new housing. 67% of housing built in the region belongs to the city of Kostanay.
Special attention is being paid to the architectural appearance and comfort of the city. Expansion of roads and an increase in parking spaces are being considered in new districts. In 2024, it is planned to overhaul the facades of 40 multi-storey residential buildings.
Improvement of public spaces continues. Triathlon Park, Chagala Embankment, Central Park are being renovated. Improvement work is underway in the territories of the Railway Station, Agricultural Institute (SHI), and the Central Stadium. In addition, a new park will be built in the Kunai microdistrict.
Infrastructure and transport system
In 2024, 6 billion tenge was allocated for road repair work, which is 30% more than last year. 66 streets with a total length of 40 kilometers will be repaired. This year, the reconstruction of Syanov Street has been completed, and Narimanov, Frolov and Baimagambetov streets are planned to be repaired.
Public transport modernization continues:
• In recent years, 113 new buses have been purchased and another 28 buses have been leased.
• 71% are new buses up to 7 years old.
• All buses are equipped with electronic ticketing and GPS trackers.
• 82% have ramps for disabled citizens.
In order to improve the conditions for waiting for transport for city residents, 26 new bus stop pavilions were installed in 2023, including 11 bus stops. In 2024, another 35 new stops will be installed, including 3 in 2024.
Social sphere
The educational infrastructure in Kostanay is expanding. 2 new schools have been opened in the Aeroport and Bereke microdistricts. By the end of 2024, 2 more schools will be opened, providing an additional 1,880 educational places.
Over the past two years, 5 kindergartens have been launched in the city, increasing access to preschool educational institutions.
New facilities are being built in the field of physical education and sports. A sports and recreation complex with running tracks and a square has been opened in the Yubileyny microdistrict. Major repairs of the "Labor Reserves" sports complex are nearing completion. In addition, construction of an aqua park and a table tennis center has begun. A project for the construction of a physical education and recreation complex for citizens with disabilities is being developed.
Digitalization
Expanding access to the Internet is one of the main priorities. In 2025, together with Beeline Kazakhstan, 10 new communication towers will be installed in densely populated areas. This will allow improving the quality of mobile communications in Bereke, Yubileyny and new residential areas.
Work on the development of the 5G network continues. Currently, 26 base stations have been launched in Kostanay, and by the end of 2025 their number will increase to 48.
Development prospects
The socio-economic development of Kostanay is being carried out in a planned manner. Work will continue on economic growth in the city, infrastructure modernization, the formation of a comfortable urban environment, and the introduction of digital technologies.
