Digitalization of the work of justice bodies: what work is being done in Astana

President Kassym-Jomart Tokayev said, “Kazakhstan should become a territory of mass digitization and accelerated development of artificial intelligence. This is our strategic task,” and instructed the Government to fully develop digitization. Within the framework of these main tasks, the Ministry of Justice is implementing the “Digital Justice” project portfolio. It is aimed at improving the quality and accessibility of services, while saving citizens’ financial and time costs, including measures to use artificial intelligence. This was stated by Arman Akylbay, Head of the Department of Justice of Astana, at a briefing in the Communications Service, the official website of the city administration reports.
Currently, a unified information system for legal aid is operating - “E-ZanKomegi”. This system is designed to provide qualified legal assistance to the population online.
This system is aimed at ensuring and facilitating citizens’ access to qualified legal assistance with the participation of lawyers and legal consultants.
“Currently, a consulting service has been launched, where operators provide advice around the clock. To get advice, you need to select the appropriate section on the “EGov.KZ” portal and leave a request for service.
Also, the possibility of providing legal advice is being considered through the “Zan Komegi” information system. Such legal advice is provided by lawyers and legal advisors. In addition, a chat bot with artificial intelligence elements for providing legal advice has been developed and is being tested in the experimental environment of the “Zan Komegi” mobile application,” said Arman Akylbay
In order to introduce artificial intelligence, the ministry has created a working group together with IT organizations. ZAN BAR, IPRAV, QarMU, KazNTU, KazNU and other organizations are participating in it.
In Astana, 102,142 notarial acts were executed in 2023-2024 without visiting a notary.
Now citizens can receive these services online via video call without visiting a notary.
All ready-made documents are displayed in the “Digital Documents” service on the “E.Gov.kz” portal.
Client identification is carried out using biometric means, which made it possible to avoid the risks of misidentifying people with similar external signs.
For information security purposes, additional two-factor authentication has been introduced - verification via SMS code and EDS (electronic digital signature).
The Ministry of Justice, together with the Notary Chamber, has transferred a number of notarial services, such as powers of attorney, advice, spouses' agreements and applications for the absence of marriage, to the online format replaced.
In August 2024, the Ministry of Justice of the Republic of Kazakhstan, together with the Republican Chamber of the Republic of Kazakhstan, launched the pilot project “Board of Justice Robot”.
The “Digital Bailiff” has a number of advantages:
- since all actions are performed automatically, it is exempt from the costs of paying for personal security services and their visits;
- Up to 20 MCI after the initiation of proceedings, the Robot sends a message to the debtor with detailed information about the simplified proceedings through several channels (1. SMS message from 1414, 2. Push notification in the EGov Mobile application).
- unlike the JSO, the robot blocks only 1 bank account within the amount of the debtor, while the JSO blocks all accounts;
- for the convenience of citizens, there is an opportunity to pay the debt online. This includes the automatic lifting of all security measures (arrests). Thus, the human factor is completely eliminated;
- this project does not require interaction with bailiffs. All actions are carried out online. It is not necessary to present receipts and other supporting documents to terminate proceedings and lift bans. In addition to digitizing the field of enforcement proceedings, the project has allowed citizens to save about 5 billion tenge annually.
"Previously, in case of failure to repay debts on time, citizens were forced to pay a private bailiff up to 25% for his services. According to statistics, from the moment the Digital Bailiff was launched to the present day, 1,555 simplified proceedings have been initiated in Astana based on court decisions for the amount of 73,080,358 tenge.
23,780 simplified enforcement proceedings have been initiated based on decisions of authorized bodies for the amount of 466,139,097 tenge. "In total, 25,335 simplified enforcement proceedings were initiated for the amount of 539,219,455 tenge," the speaker concluded.
