Legal IT solutions introduced in Abai region

As part of the implementation of the instructions of the Head of State, the Department of Justice has begun explanatory work on improving the legal literacy of the population on a regular basis.
The Head of the Department of Justice of Abai region Yernar Seidimbek held a press conference at the regional communications service As noted in the maslikhat, in 2024, the “People's Lawyer”, “Justice Advice”, “Open Door Day” and “Free Legal Aid Day” campaigns were systematically organized according to the plan. Last year, 477 consultative and explanatory events were held in all regions of the region, covering about 6,000 people.
– In order to increase the legal literacy of the population of rural settlements, about 80 “law offices” were opened. They are located in the building of each district and village office of the regional akim and operate on the “Egov” database. In order to apply regulatory legal acts, the “Open NKA” portal, the “Justice” information and legal system, and the “Law” database are installed in the offices. In addition, legal offices are equipped with all the necessary equipment to submit applications to state bodies through the e-otinish platform and obtain an electronic digital signature, - the speaker noted.
In addition, the head of the department said that in addition to the “E-ZanKomegi” information system, the “Zan Komegi” mobile application is also available. There, citizens can get answers to questions of interest to them via video call.
- Last year, about 55 lawyers and legal consultants participated in the state-guaranteed legal aid system in the region. Last year, 6,782 citizens were provided with free legal aid under the state guarantee. In addition, the unified notarial information system “E-notariat” is functioning, which allows issuing all types of powers of attorney and agreements of spouses, except for powers of attorney related to property management, - the head of the department said.
Another important innovation in the mentioned system is the introduction of a robot bailiff. If administrative fines up to 20 MCI are not paid on time, the authorized body will initiate a robot to process the case without the participation of the enforcement officer.
– After the case is initiated, citizens can receive information about it via SMS from 1414 and push notifications from EGov Mobile. Since all events are carried out online, citizens are exempted from paying an additional 25% of the fine amount and visiting the bailiff. To date, since the launch of the digital bailiff, 8,761 enforcement cases have been initiated by the robot in the Abay region, of which 2,203 cases have been completed, and 44,677,588 tenge has been collected, – concluded Ernar Seidimbek.
