The Ministry of Transport of the Republic of Kazakhstan held a meeting on the investigation of aviation events in civil and experimental aviation

On behalf of the leadership of the Ministry of Transport of the Republic of Kazakhstan, a meeting on the interaction of the authorized body for the investigation of accidents and incidents with civil aviation organizations was held under the chairmanship of the Chief of Staff E.R. Mukaev.
The meeting was attended by employees of the Department
to investigate accidents and incidents in transport, the Civil Aviation Committee, JSC "Aviation Administration of Kazakhstan", RSE on the PCV "Kazaeronavigation", JSC "Kazaviaspas", domestic airlines and airports of the Republic of Kazakhstan.
Within the framework of the meeting, the Director of the Department, N.S. Malaev, presented statistics on the number of accidents and incidents, frequency and purpose of flights, aviation events that occurred.
To date, the State register of Civil aircraft of the Republic of Kazakhstan has registered
942 aircraft. The average flight time per year is 250,000 hours. In general, there is an annual increase in both the number of aircraft and flight hours.
At the same time, it should be noted that the number of aviation events is decreasing starting from 2022. So, the decrease in two years is 34%.
At the meeting, special attention was paid to issues related to prompt notification of aviation events, the quality of reports provided on the results of investigations, knowledge of the functional responsibilities and requirements of the NPA necessary for organizing investigations, the development of comprehensive measures to eliminate recurring causes of aviation events, strengthening measures to prevent deliberate concealment of aviation events.
The participants of the meeting supported the initiative of the Department to create a Working group of experts on the investigation of aviation accidents and incidents, which will include domestic and foreign airlines, airports, representatives of government agencies, as well as international organizations represented in the Republic of Kazakhstan. The site of the Working Group will contribute to improving cooperation in the organization of the investigation between government agencies and the civil aviation industry.
In order to improve flight safety, the Department undertakes the task of implementing and applying the standards and recommended practices of Annex 13 on Accident Investigation to the Convention on the International Civil Aviation Organization, which in turn will improve the indicators presented in 2021 based on the results of the validation mission of international auditors of ICAO.
In order to study world practice and share experience in the organization of accident investigation, the Department plans to organize an accident investigation seminar in July 2025, which will be held under the auspices of ICAO. The seminar will be attended by leading international organizations investigating aviation events, such as the IAC (Russia), the NTSB (USA), BEA (France), ATSB (Australia), TSBC (Canada), etc.
