The first forum of akims of rural districts was held in Almaty region
The event was organized on the initiative of the AMANAT party.
The forum was attended by Akim of Almaty region Marat Sultangaziev, secretary of the AMANAT party Yerzhan Zhylkybayev, heads of law enforcement agencies, departments and departments, akims of districts, chairmen of maslikhats, as well as akims of rural districts and leaders of the deputy faction of the party. The main purpose of the forum was to strengthen the institute of village mayors and support their work.
Opening the forum, Akim of Almaty region Marat Sultangaziev stressed the importance of the work of akims to improve the quality of life of rural residents.
"Today, the population of the region is 1.5 million people, of which 81% live in rural areas. Their quality of life, social conditions, and infrastructure are a direct result of your work. Mayors of villages should be not only executors of state programs, but also leaders who enjoy the trust of the people. Our task is to provide the akims with all the necessary resources and capabilities. Akims should also contribute to the economic development of their territories, introduce new investment projects and create favorable conditions for entrepreneurship," Marat Sultangaziev said.
The secretary of the AMANAT party, Yerzhan Zhylkybayev, in his speech spoke in detail about the tasks of the party for the development of the village. He focused on key party initiatives and the role of akims in their implementation.
"AMANAT is a party of concrete cases. We are implementing projects such as "Auyl Amanaty", "Zher Amanaty", "Karyzyz kogam" aimed at improving the well-being of the rural population. For example, last year, within the framework of the Auyl Amanaty project, 1,091 micro-loans totaling 8.3 billion tenge were issued in the Almaty region. This has created new opportunities for thousands of villagers. Akims should effectively implement these projects and be the guides of the party's values for the population," Yerzhan Zhylkybayev said.
At the forum, the akims of rural districts shared their experience in solving topical issues and talked about the successes achieved.
Thus, Akim of Aksengir rural district Yerzhan Kasymshalov noted that in recent years three new schools have been built in his district, and residents of the villages of Zhaysan and Aksengir are fully provided with clean drinking water. He also spoke about a large-scale social project implemented in the district.
"The public association "Qunar+" provided 90 heads of sheep and 6 heads of breeding cattle to three low-income families for free. The animals are provided with food, and pens have been built for their maintenance. A year later, their offspring will be transferred to other families in need. The family that received the largest number of offspring will receive a bonus of 10 million tenge. This project was launched with the participation of Deputy Prime Minister Tamara Duissenova," Yerzhan Kasymshalov said.
Asyl Baitulakov, a veteran of the civil service, who held the position of akim in three districts for 18 years, spoke about the challenges faced by modern leaders.
"The development of information technology and the openness of society create many difficulties. Today, akims are often subjected to unjustified criticism, sometimes their honor and dignity are put at risk. Some young professionals cannot withstand such pressure and resign from their positions. Something needs to be done about this," he stressed.
In the second part of the forum, seminars were held on the implementation of the party projects "Auyl Amanaty", "Zher Amanaty" and "Karyzyz kogam". During the panel sessions, akims and experts exchanged experiences and discussed the most pressing issues.
At the end of the event, the akims who made a significant contribution to the socio-economic development of the region were awarded letters of thanks from the akim of the region and the AMANAT party.
It is worth noting that there are 373 settlements in the Almaty region, united into 131 rural districts. Of these, 122 akims were directly elected, and 74% of them are members of the AMANAT party.
