Public procurement is a tool that promotes innovation, new technologies, and domestic production. In this regard, the Ministry of Finance of the Republic of Kazakhstan continues to hold meetings with representatives of business, the public sector and civil society in the regions, explaining key changes in the Law "On Public Procurement".
This time the meeting took place in Ust-Kamenogorsk. Vice Minister of Finance Dauren Kenbeil and Deputy Akim of the East Kazakhstan region Darkhan Sapanov spoke about the forms of support for domestic producers through public procurement. The event was attended by representatives of the business community of the East Kazakhstan region and the Abai region, employees of government agencies, budget organizations, SMEs and representatives of the regional NCE "Atameken".
Vice Minister of Finance Dauren Kenbeil noted that the Head of State in his message to the people of Kazakhstan instructed to stimulate and support the qualitative development of domestic business. The Law on Public Procurement is intended to become a tool in fulfilling this task.
"A transparent and well-organized public procurement system is beneficial to all stakeholders in the process: to the public sector, businesses and citizens, as it leads to increased competition and improved quality of services and goods provided. For example, in order to improve the skills of procurement participants, it is proposed to carry out purchases among suppliers with an appropriate reputation. Information about the supplier will be generated using various databases. This will allow us to switch to the automatic selection of suppliers," said Vice Minister of Finance Dauren Kenbeil.
In addition, in order to support domestic producers, the Ministry of Finance of the Republic of Kazakhstan has approved a separate list of goods, works and services that will be purchased exclusively from small and medium-sized businesses.
Several amendments to the law are aimed at simplifying the procurement procedure, which will allow them to be carried out in a short time. In addition, in order to exclude the fact that customers have established excessive requirements, it is planned to maintain the current desk control. At the same time, the right to cancel the results of purchases by the authorized body is excluded.
Such meetings are an important part of the strategy of the Ministry of Finance of the Republic of Kazakhstan to strengthen cooperation with the business community and provide accessible information to all stakeholders. The Ministry of Finance of the Republic of Kazakhstan continues to build a constructive dialogue with entrepreneurs, representatives of large businesses and public associations in order to jointly resolve issues and improve the efficiency of the public procurement system, developing the economy of Kazakhstan.
After the event, Dauren Kenbeil visited two enterprises: the Ust-Kamenogorsk Industrial Fittings Plant and the Rauan sewing company
Ust-Kamenogorsk Industrial Fittings Plant (UZPA) is engaged in the production of oilfield equipment and pipeline fittings for oil and gas pipelines, chemical and metallurgical enterprises, enterprises of the energy complex and housing and communal services. The design capacity of UZPA is 1834 tons of finished products per year. The plant provides equipment to the largest companies in the hydrocarbon sector of Kazakhstan: JSC Ozenmunaigas, LLP JV Kazgermunai, JSC Embamunaigas, JSC Mangistaumunaigas, JSC Kaztransoil, JSC SNPS-Aktobemunaigas, JSC Karazhanbasmunai, JSC ZT Karachaganak Petroleum Operating B.V., LLP Severo-Western Pipeline Company MunaiTas, JSC Intergas Central Asia and others.
Currently, PKP Rauan LLP is an enterprise for sewing workwear, as well as the only manufacturer of clothing for special children in Kazakhstan. Adaptive things are designed and sewed here, which help children with cerebral palsy to lead an active lifestyle, since all things are convenient and take into account the needs of special children. Ust-Kamenogorsk titanium and Magnesium Combine became the wholesale customer of workwear of PKP "Rauan". A special collection of workwear has also been created here for one of the largest enterprises in Kazakhstan.
