The Center of state and service services of the Karaganda region: from employment to family support

In March of this year, the regional Center for State and Service Services (CGSU) was launched in Karaganda. He became the first in the republic. The Center provides advisory assistance to the population on various issues, including social services, employment, youth support and assistance to families.
Government and non-governmental organizations are gathered in one place, which greatly simplifies citizens' access to necessary services.
The heads of the organizations located within its walls told about what has been done during this time and what are the advantages of the CSU for the residents of the region.
Support in employment and social protection
Residents of Karaganda can come to the Center for Public and Service Services if they need help finding employment. The Labor Mobility Center of the region and the urban Career center are located here, offering various measures to reduce unemployment. These are subsidized jobs, grants for starting a business, and various projects such as Youth Practice, Community Service, Silver Age, and others.
– Since the beginning of the year, more than 55 thousand people have applied to career centers. Of these, 22,900 have found permanent jobs," says Nurzhan Syzdykov, head of the Center for Labor Mobility in the Karaganda region. – To date, 178 grants have been allocated for large families and people with disabilities. We also sent 481 people to short-term courses at the request of employers. In 2025, it is planned to launch the Altyn Zhas project, which will focus on the employment of pensioners.
The center helps not only with employment, but also with the registration of targeted social assistance, registration as unemployed and provides advice on various issues. There is a hotline: 60-50-50, where every request is promptly processed.
Youth support
The CSU also provides assistance to young Karaganda residents. Here you can learn about government programs for young people, become part of the volunteer movement, get acquainted with employment projects and much more.
At the end of October, a community center was opened here, where young people can develop their projects for free with professional support. Seven themed zones are equipped. These include a design studio, a podcast and mobile recording area, and a coworking space. Psychologists and lawyers are also available for young people.
– More than 306 thousand young people live in the Karaganda region. Today, we are also actively working with NEET youth. We conduct job fairs together with the Labor Mobility Center and awareness-raising activities. There are good results. The number of NEET youth in the region decreased to 7.9%. The volunteer movement is also actively developing – 63 organizations operate in the region," said Zhasulan Khamitov, Chief Specialist of the Department for Youth Policy.
A mortgage program for young people has been operating in the region since 2022. Saran and Temirtau joined Karaganda this year. About 200 loans have been issued. The expansion of the program is planned to cover Abai and Shakhtinsk.
Helping people with disabilities
At the end of 2022, the Ten Qogam Center for Social Adaptation of Persons with Disabilities was opened in TSGSU. The Center provides assistance in matters of social security, employment, and also assists in the adaptation and selection of technical rehabilitation tools.
People with disabilities can get free consultations from lawyers and psychologists, as well as courses on computer literacy, Kazakh and English.
– In 2024, we provided more than 5,000 services to people with disabilities. We are often asked for help in establishing disability, receiving benefits, and finding employment. There are a lot of questions about working with government portals," says Niyaz Sunditaliev, head of Ten Qogam. – For us, the issue of employment is a priority. After all, work for a person with a disability is an opportunity to be economically independent. According to the center's statistics, 70 people with disabilities have been able to find jobs this year.
Family is a priority
In 2023, the first Unified Family Assistance Center in the republic under the Police Department of the Karaganda region was opened in TSGSU. It provides comprehensive assistance to families in difficult situations. Here you can get support from the police, lawyers, psychologists, bailiffs, theologians and volunteers. There is also a mediator, financial advisory specialists and representatives of crisis centers.
– The goal of our center is to reduce the number of offenses in the field of family and domestic relations. This year we have received over 1,200 citizens. They have received various types of assistance. This year, a private contractor working for us collected over 40 million tenge in favor of child support recipients. 28 families were reunited, 21 people underwent psychocorrective work, and 15 mediation agreements were concluded. We have placed 47 people in the Crisis Center, 37 of them children," said Gulbanu Satpayeva–Alpysbayeva, head of the Unified Family Assistance Center.
All issues related to the family are resolved promptly. This is also facilitated by the placement of many organizations and services in one place.
