The head of the Ministry of Energy of Kazakhstan Almasadam Satkaliyev made a report during the government hour on Monday in the Majilis of the parliament.
From the report:
"As of November 1, 2024, 315 hydrocarbon contracts are in force (of which PSA – 9, exploration – 11, exploration and production – 173 and production – 122).
Since 2020, the procedure for granting subsoil use rights has been fully automated and is carried out by auction in electronic form, which makes it as open and transparent as possible.
During this period, 9 electronic auctions were held, at which 110 subsurface plots were sold with the payment of a subscription bonus in the amount of about 49.5 billion tenge to the budget and with declared investments in exploration in the amount of $ 443 million.
The next auction is scheduled for November 27, 2024 for 9 sites (exploration – 8, production – 1).
Work continues on the revision of subsurface areas held for a long time by subsurface users without fulfilling their contractual obligations.
Since 2022, the Ministry has terminated 52 contracts (in 2022 – 17 contracts, in 2023 – 22 contracts, in 2024 – 13 contracts), which are being re-auctioned, debt in the amount of 1.9 billion tenge has been repaid for 9 contracts.
158 notifications totaling KZT 12 billion were issued for violations of contractual obligations in 2022, of which about KZT 5.6 billion were repaid.
141 notifications totaling 14 billion tenge were issued for violations of contractual obligations in 2023, of which about 2.4 billion tenge has been repaid to date.
This work is carried out by the Ministry on an ongoing and systematic basis."
