Autogas and light oil products: plans to eliminate the risk of shortage announced by the head of the Ministry of Energy of Kazakhstan

The head of the Ministry of Energy of Kazakhstan Almasadam Satkaliyev made a report during the government hour on Monday in the Majilis of the parliament.

"This year, the production of light petroleum products is planned at the level of 10.9 million tons (gasoline – 5.1, jet fuel – 0.6 and diesel fuel – 5.2), the forecast for bitumen production is 0.8 million tons.
To prevent the occurrence of risks of a shortage of fuels and bitumen in the domestic market, an indicative balance between the Ministries of Energy of Kazakhstan and Russia is approved on an annual basis, according to forecast data.
According to the balance sheet, this year it is planned to import light petroleum products in the amount of about 1.0 million tons (gasoline – 0.285, aviation fuel – 0.3, diesel fuel – 0.45) and bitumen – 0.5 million tons.
In 2032, the production of light petroleum products will increase to 19.0 million tons (gasoline – 8.2, jet fuel – 1.5 and diesel fuel – 9.3), and bitumen production to 2.5 million tons.
In this case, the import stops and the export of excess fuels and lubricants begins (at least 10% of the volume produced).
Provision of liquefied petroleum gas is also one of the important tasks of the Government.
According to the results of 10 months of this year, the volume of production of liquefied petroleum gas (hereinafter – CIS) amounted to 2.5 million tons, or 104% compared to 2023 (2.4 million tons). The planned production volume for 2024 is about 2.9 million tons.
The Ministry distributes 130-140 thousand tons per month to the domestic market with a demand of about 164 thousand tons. The Ministry is taking a number of measures to stabilize the CIS market – this is the introduction of a ban on the export of CIS from the territory of Kazakhstan (from November 2023), as well as the introduction of new deposits.
For reference: the Rozhkovskoye m/r is an increase of 6 thousand tons per month since the beginning of the year and an increase in commercial gas volumes from Tengizchevroil from 120 to 240 thousand tons/year (until 2026).
Taking into account the projected growth in CIS consumption, measures are being taken to introduce new capacities and bring the volume of liquefied petroleum gas production to 4.2 million tons by 2032.
For reference:
Increase in CIS production at the KazGerMunai Gas Processing Plant by an additional 60 thousand tons from 2025.
Kashagan CIS fence up to 700 thousand tons by 2041
The construction of the Kashagan gas processing plant is 1 billion in 2026 with a production volume of 115 thousand tons of LPG/year.
The construction of the Karachaganak gas processing plant is 2.5 billion in 2028 and the production volume is 200 thousand tons/year.
The construction of the Kashagan gas processing plant is 4 billion in 2030 and the production volume is 228 thousand tons/year."
