New bitumen production projects are planned in Kazakhstan

The head of the Ministry of Energy of Kazakhstan Almasadam Satkaliyev made a report during the government hour on Monday in the Majilis of the parliament.
From the report:
"The importance of providing the domestic market with domestic bitumen was noted by the Head of State.
Today, the current capacity of the plants is 1.2 million tons, which covers the entire volume of domestic market needs.
Moreover, a project is being implemented to increase the capacity of "CaspiBitum" with an increase in bitumen production from 500 to 750 thousand tons/year. Completion is the 1st quarter of 2025.
Thus, with the needs of the road construction industry, 1 million tons/year of bitumen:
- Kazakhstan bitumen production capacity will reach 1.45 million tons/year;
- import of Russian bitumen – 0.5 million tons/year within the Indicative balance between the Republic of Kazakhstan and the Russian Federation;
Moreover, the issue of construction of 2 new bitumen plants is being worked out:
- 700 thousand tons/year of Qazaq Bitumen in Aktobe in 2026;
- 770 thousand tons/year at the Shymkent refinery in 2030.
Consequently, in 2032, the total bitumen production capacity will be 2.5 million tons/year (Caspi Bitumen – 0.75, Qazaq Bitumen – 0.7, Shymkent Refinery – 0.77 and Pavlodar Refinery – 0.3 million tons).
There is a need to work out the issues of exporting Kazakhstani bitumen with an excess in the domestic market.
I would also like to note that last year we addressed the majilismen with proposals to exclude unproductive intermediaries in the supply of bitumen to the domestic market (directly from NP3 to road construction companies or at most through the 1st wholesale supplier).
This approach has been successfully working since January 2023 on the example of oil, gasoline and diesel fuel.
If you support it, it is possible to adopt appropriate amendments to the Law "On State Regulation of production and turnover of certain types of petroleum products" in the near future.
