The head of the Ministry of Energy of Kazakhstan Almasadam Satkaliyev made a report during the government hour on Monday in the Majilis of the parliament.

"A number of measures are planned to further increase the production of petroleum products.
It is planned to expand production capacities at the Shymkent refinery by 2 times or from 6 to 12 million tons by 2030. To ensure the loading of the plant with oil, the expansion of the Atyrau – Kenkiyak and Kenkiyak – Kumkol oil pipelines will be implemented.
It is planned to implement projects for the production of an additional 500 thousand winter diesel fuel at the Pavlodar refinery by 2026. At the 1st stage, this will increase the capacity of primary oil refining to 6 million tons per year. The 2nd stage of expansion of the Pavlodar refinery for processing up to 8 million tons of oil per year is being initiated. By the end of this year, it is planned to select a preliminary feasibility study for the developer.
By 2028, it is planned to carry out measures at the Atyrau Refinery to increase the production of light petroleum products from 66 to 77% by increasing the capacity of secondary oil refining from 5.5 to 6.7 million tons/year.
This will fully cover the market demand for gasoline, aviation and diesel fuel up to and including 2035 and export excess fuel. (...)
For 10 months of this year, the volume of oil refining amounted to 15.1 million tons. In 2024, oil refining is expected to reach 17.9 million tons, and the plan for 2032 is 28 million tons.
In 10 months of this year, the production of petroleum products amounted to 11.1 million tons. The forecast for this year is expected at the level of 14.5 million tons, the plan for 2032 is 23.7 million tons."
