On December 26, a memorial plaque was erected in memory of Timofey Ivanovich Baturov, the first Minister of Energy and Electrification of the Kazakh SSR, at 67 Zhambyla Street in Almaty.
The solemn ceremony of installing the board was attended by family members, representatives of the Council of Veterans of Power Engineers of Kazakhstan, the AlES and AZHK teams, the public, and the media.
The solemn event on the installation of the memorial plaque was opened by the Chairman of the Council of Veteran Power Engineers of the Kazakhstan Electric Power Association Nurpeisov S.S. He recalled that Timofey Ivanovich Baturov was appointed to the post of the first Minister of Energy and Electrification of the Kazakh SSR by Decree of the Presidium of the Supreme Soviet of the USSR dated November 6, 1962. He worked in this position for 18 years before retiring in October 1980 at the age of 72.
Timofey Ivanovich Baturov, a Minister with extensive work experience, is one of the most respected in the professional community and in the industry. Kazakh power engineers of the older generation even still use the definition of the "Baturov school", which meant "a responsible attitude to business and an understanding of the truth that we are all human beings, and we must be attentive and take care of those around us. Timofey Ivanovich was characterized by the desire and ability to attract capable specialists.
Timofey Ivanovich Baturov was born on March 3, 1909 in the village of Sokolovsky, Nizhne-Ingashsky district, Krasnoyarsk Territory, into a peasant family. From 1924 he studied at a secondary school in Kansk, graduating in 1929. In 1936, he graduated from the Novocherkassk Industrial Institute, Faculty of Energy, with a degree in electrical Engineering. And in May of the same year, he was sent to work at the Altai Polymetal Ridder Plant, where he worked as a foreman, then as a senior engineer at a thermal power plant. This is how fate connected Bautrov with Kazakhstan.
From August 1937 to March 1945, he worked as the chief power engineer of the Altaypolymetal plant. Then there was a short business trip to Germany, where from March to October 1945 he worked as the chief power engineer of the special dismantling department. After returning to Altaenergo in September 1950, he worked as a chief engineer, and then until 1962, before being appointed Minister of Energy of Kazakhstan, he was the managing director of this company.
The list of his achievements is huge. But the most accurate calculation of the constructed facilities is in his published memoirs (Kazakhstanskaya Pravda, 3.03. 2009): "Over the years of my work in engineering and technical management positions, 24 new power plants have been built: Dzhambulskaya GRES with a capacity of 1,200 MW, Ermakovskaya GRES with 2,400 MW, Ekibastuzskaya GRES-1 with a design capacity of 4,000 MW, Bukhtarma HPP, Ust-Kamenogorsk HPP, Kapchagai HPP, Pavlodarskaya TPP-3, Karagandinsky TPP-3 and GRES-2, Ust-Kamenogorsk, Leninogorskaya, Sogrinskaya, Guryevskaya thermal power plants, Alma-Ata TPP-2, Tselinogradskaya TPP-2...
The construction of Ekibastuz GRES-2 and South Kazakhstan GRES, Shulbinskaya HPP - 700 MW, the third stage of the Irtysh cascade, was started. 13 thermal power plants have been significantly expanded, including Alma-Ata TPP-1.
In addition, about 400,000 kilometers of power grids were built, including a 500 kV latitudinal highway from Rudny Altai to the Urals with a total length of 1,600 kilometers, backbone and intersystem power transmission lines..."
Timofey Baturov continued to work in retirement – he was the head of the zonal department for Kazakhstan of the State Inspectorate for the Operation of Power Plants and Networks of the USSR Ministry of Energy. Timofey Ivanovich was repeatedly elected as a candidate, and then as a member of the Central Committee of the Communist Party of Kazakhstan, deputy of the Supreme Council of the Kazakh SSR of the sixth, seventh, ninth and tenth convocations.
For his services to the state and contribution to the development of the republic's electric power industry, Timofey Ivanovich was awarded the Orders of Lenin, the October Revolution, two Orders of the Red Banner of Labor, many medals, three Honorary diplomas of the Supreme Soviet of the Kazakh SSR, was awarded the title Honored Power Engineer of the Kazakh SSR, he is a laureate of the State Prize of the Republic, Honorary Power Engineer of the USSR. One of the most invaluable awards is the Certificate of Honor of the Supreme Council of the Kazakh SSR "For the skillful and prompt management of emergency recovery operations in the Medeo tract for the protection of the city of Alma Ata, while demonstrating high organization and dedication" in 1973. This certificate is "illuminated" by the gratitude of Almaty residents to a man who showed engineering talent, specialist knowledge, and personal courage, protecting the city from this mudslide and all future ones. It is not surprising that Timofey Ivanovich Baturov was named an Honorary Citizen of the city of Almaty, and his name was given to the Dzhambulskaya GRES.
He passed away in his beloved Alma Ata city on January 13, 2001. But even in the new millennium, the generation of power engineers nurtured by his school and the facilities built under his leadership continue to serve both the people and the economy of independent Kazakhstan.
Tolekai Khamitovich Musagaliev, former Deputy Minister of Energy of the Kazakh SSR, Honored Power Engineer of the republic, member of the Council of Veterans of Power Engineers of Kazakhstan, made a welcoming speech. He spoke about his work in the Ministry of Energy of the Kazakh SSR under the leadership of Timofey Ivanovich Baturov, about his high human qualities and professionalism as a major leader and talented organizer of the energy industry.
