Gambling and Lottery Regulatory Committee: Clarification for citizens included in the Unified Register of Debtors

A press release issued on November 15, 2024 by the Gambling and Lottery Regulatory Committee of the Ministry of Tourism and Sports contained clarifications that some media outlets and social media users misinterpreted. As a result, false information appeared that citizens who are in the Unified Register of Debtors (ERD) can return money transferred to bookmakers.
The Committee officially refutes this information and clarifies the following:
🔹 Requirements of the Law "On Gambling":
According to subparagraph 3) of paragraph 1 of Article 15 of the Law, citizens included in the EPD are completely prohibited from participating in gambling and betting.
🔹 Responsibility and control:
If illegal participation in gambling or betting is revealed, the organizers of the gambling business are brought to administrative responsibility. However, these administrative measures do not provide for the compulsory return of the transferred funds.
🔹 Appeal to citizens included in the EPA:
The Committee urges citizens who are in the ERD to refrain from gambling and betting, and also recalls the need to protect themselves from such actions.
🔹 Refund issues:
The Committee does not deal with the refund of funds transferred to the accounts of bookmakers, and is not authorized to provide such services. In case of disputes related to the refund, citizens are advised to:
To address the subjects of pre-trial dispute settlement.
To file a lawsuit in accordance with article 9 of the Civil Code.
🔹 Selection of licensed bookmakers:
Citizens are advised to register exclusively on the official websites of licensed bookmakers. The list of licensed offices is available at the link:

The Committee calls on all citizens to pay attention to the information disseminated and comply with the law in order to avoid violations.
