On November 28, 2024, the Central Communications Service under the President of the Republic of Kazakhstan held a press conference on the topic "On ensuring safety in the operation of gas supply systems", at which the speaker was Dubaev Rashid Kulteavich, Acting Chairman of the Industrial Safety Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan.
As Rashid Kultaevich noted, ensuring safety during the operation of gas supply systems is one of the most important priorities of the state policy in the field of industrial safety. The priority task is to ensure uninterrupted and safe gas supply, minimize leaks, accidents and life-threatening situations. This requires a comprehensive approach, such as updating infrastructure, conducting regular inspections, complying with strict standards, as well as training and informing specialists and citizens.
To date, the country's gasification level is 59%, that is, 11.6 million people are provided with gas. Gasification is particularly well developed in the western and southern regions, but the level of gasification remains low in the North Kazakhstan, Pavlodar and Abai regions.
"The latest statistics related to accidents in the field of gas supply cannot but cause concern. The main share of accidents occurs during the heating period: 70% of cases are problems with gas cylinders, 25% are carbon monoxide poisoning, and 5% are other incidents. During the heating period, many residents store household cylinders on the street, and then bring them into their homes without waiting for the complete evaporation of liquefied petroleum gas, after which they connect them to gas equipment, which significantly increases the risks of accidents," said Rashid Dubayev, Acting Chairman of the Industrial Safety Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan.
In 2024, inspectors of the Industrial Safety Committee of the Ministry of Emergency Situations conducted 40 inspections of gas supply facilities, 479 violations were detected, 12 cases of administrative offenses were initiated, and 12 facilities were suspended. In 2022-2023, more than 190 inspections were carried out, more than 1,000 violations were detected and 31 cases were initiated.
For the efficient and safe operation of gas systems, it is important not only to be monitored by the state, but also to carry out preventive measures and regular inspections. This year, more than 500 rounds have been organized in residential areas, social infrastructure and private homes have been checked, especially in those that require special attention. More than 80 meetings were also held with the participation of gas supply organizations and more than 800 materials were published on social networks.
At the end of his speech, Acting Chairman of the Industrial Safety Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan Rashid Dubayev stressed the key safety measures in the operation of gas equipment and household gas cylinders.
