Under the chairmanship of Akim of the region Abai Nurlan Urankhayev, a meeting was held on the implementation of the local budget plan, interaction with authorized bodies and solving tax administration tasks.
The report was made by the head of the Department of State Revenue in the region Ruslan Daniyarov. He noted that for 11 months of 2024, the revenue plan for the local budget, set at 102.1 billion tenge, was exceeded by 6.5 billion tenge. The expected revenues will amount to KZT 108.6 billion, which corresponds to 106% of the execution. This is 22 billion tenge more than in the same period last year, showing an increase of 125%.
The annual plan, approved at the level of 114.3 billion tenge, was increased to 127.4% during the year. Universal declaration is being actively introduced in the region, which contributes to increasing income transparency and combating the shadow economy. Special attention is paid to working with self-employed citizens, among whom such activities as housing rental, passenger transportation, event management and blogging are the most popular. However, a significant part of these citizens still remain outside the tax field, which limits the possibilities of replenishing the budget.
There are 223 recreation centers and various business facilities on the coast of Lake Alakol. In 2023, revenues from these entities amounted to 160.5 million tenge, of which 89.3 million tenge accounted for recreation centers. In 2024, this amount is expected to increase to 210 million tenge. To improve the administration, in the summer of this year, a tour of the facilities was conducted, the rules for the use of KKM and POS terminals were explained, and inspections were organized. Within the framework of the Salyq Cashback project, which started in August, the number of stamped checks increased by 257%, which provided additional revenues in the amount of 1 billion tenge.
Following the meeting, Nurlan Urankhayev instructed to develop a detailed Roadmap to improve the efficiency of tax administration in the region. Special attention will be paid to the control of business activities on the shore of Lake Alakol. It is also planned to create a working group, which will include representatives of executive bodies, tax structures and other interested parties.
