Containment of prices for social food products, construction of vegetable storages and the start of financing field work in 2025

At a meeting chaired by Deputy Prime Minister Serik Zhumangarin, the Government considered a set of measures necessary to preserve and produce the harvest of fruits and vegetables and stabilize prices for social food products.
Conservation is through the implementation of a comprehensive plan for the construction and modernization of vegetable storages. According to the results of the inventory, there are 901 storage facilities in the country, of which 580 vegetable storages with a total capacity of 1.1 million tons, 257 potato storages (499.7 thousand tons), 67 fruit and fruit storages (136.3 thousand tons).
"This year, 40 thousand tons of storage facilities have been introduced in the Mangystau region, 56 thousand tons in Turkestan, 20 thousand in Pavlodar, 4 thousand in Kyzylorda and 2.8 thousand tons in Karaganda. They are building in five more regions with a total capacity of 115.1 thousand tons. Projects for 97.9 thousand tons are expected to be financed by investors in seven regions," Vice Minister of Agriculture Azat Sultanov informed.
This year, 2.9 million tons of potatoes, 1.1 million tons of onions, 498 thousand tons of cabbage, 474 thousand tons of carrots were harvested. This significantly exceeds the level of demand of the country's population. At the same time, there is a demand for contracting 150 thousand tons of potatoes, 80 thousand tons of onions, vegetables and apples from the Russian Federation.
"We have harvested a large crop of vegetables, the needs of the country's residents are much higher, there is a demand for vegetables from Russia. We need to give our farmers the opportunity to export their surplus crops. The Ministry of Agriculture at the level of akimats needs to work out the question: how many farmers are willing to sell vegetables for export, and organize contracting. With the exception of reserves in stabilization funds," Serik Zhumangarin said.
The meeting also discussed the start of financing for spring field work in 2025 under the Ken Dala-2 program. As you know, it is planned to allocate up to 700 billion tenge for these purposes at 5% per annum for farmers with a maturity date of March 1, 2026. Of these, 140 billion tenge are budgetary funds, 560 billion tenge are market funds. Early financing will enable farmers to purchase everything they need in advance, including fertilizers, for the timely start of the sowing campaign.
"We raised the first 100 billion tenge of market funds on November 28 to launch early financing from December 1, 2024. As of November 30, 695 applications have already been received from agricultural producers for 85 billion tenge, 686 applications for 55 billion tenge – through direct financing, that is, ACC branches, 6 applications through SEC for 22.6 billion tenge and 3 applications through second-tier banks for 7.3 billion tenge. Currently, 146 applications for 20.6 billion tenge are in the works. On November 29, early financing was launched, 48 borrowers were credited for 2.3 billion tenge. The work continues," said Kairat Sapulatov, Deputy Chairman of the Agrarian Credit Corporation.
The meeting also discussed measures to further stabilize prices for social food products. In annual terms, inflation slowed from 8.5% to 8.4% in November. For 11 months, among the main components of inflation – food and non–food products, paid services - the minimum growth was recorded for food products (4.4%). According to the results of the past week, the average price index for NWT increased by 0.2, mainly for the vegetable group of goods.
The Deputy Prime Minister instructed the akimats of cities of republican significance and regions, together with the Ministry of Trade and Integration, to increase the number of agricultural fairs in order to provide the country's residents with products at affordable prices. The Ministry of Agriculture should consider the possibility of early unloading of vegetable stocks from stabilization funds, if necessary.
