At a meeting with the population and agricultural producers of Almaty, Vice Minister of Agriculture Azat Sultanov discussed the measures taken to develop the agro-industrial complex of the region.
Azat Sultanov noted that due to the high concentration of processing enterprises, Almaty plays a key role in providing the population with high-quality products.
"On behalf of the Head of State, the Ministry of Agriculture is taking measures to develop the processing of agricultural products and bring its share to 70% of the produced raw materials. A comprehensive plan for the development of processing of agricultural products until 2028 has been adopted, providing for new measures to support processing, the opening of new sales markets, as well as the application of protective measures to support Kazakhstani processors.
It is planned to allocate 372 billion tenge for the implementation of the plan over 5 years, including 150 billion tenge for investment purposes and 222 billion tenge for working capital purposes," the Vice Minister said.
Azat Sultanov also spoke about the program for preferential financing of processing enterprises for replenishment of working capital, which was launched this year. The program will solve the problem of increasing the load of domestic processing plants.
In 2025, it is planned to test a new mechanism through direct subsidization of remuneration rates for ACC and the allocation of raised funds for the purchase of working capital for processing enterprises in the amount of 48.5 billion tenge.
To systematically solve the problem with raw materials, measures are being taken to replicate the experience of North Kazakhstan Region in implementing large industrial investment projects in the agro-industrial complex through social and entrepreneurial corporations. This year, it is planned to introduce 65 MTFs with a capacity of 373 thousand tons of milk. 100 billion tenge has been allocated from the republican budget for these purposes.
"The key block of the Comprehensive Plan is the issue of expanding sales, both in domestic and foreign markets. The implementation of the Plan will increase the gross production of processed products by 1.4 times and also increase the share of processing of agricultural products of the agro-industrial complex," Azat Sultanov noted.
The Ministry of Agriculture is constantly taking measures to create conditions for farmers. So, this year, for the first time, the volume of preferential loans for field work has been increased to 580 billion tenge, which allowed us to introduce modern agricultural technologies and significantly upgrade the technical park of our farmers.
To expand the coverage of financing for farmers who have a shortage of collateral, a guarantee of up to 85% of the loan amount has been introduced. According to the program "Preferential leasing", 120 billion tenge was allocated at a "net" 5% per annum for the purchase of a wide range of the most necessary equipment of domestic production.
As a result of the measures taken, the diversification of acreage in favor of highly profitable crops was successfully carried out, more than 1.2 million tons of mineral fertilizers were introduced, this is more than 2 times higher than last year, the share of elite seeds was increased from 7.1% to 9.5%, and the level of renewal of agricultural machinery 4.5% to 5.3%.
At the end of November, early financing for spring field and harvesting operations in 2025 began.
As part of the execution of the President's order, up to 700 billion tenge will be allocated for spring field and harvesting operations in 2025, of which about 560 billion tenge will be attracted from market sources of capital.
