Born in 1983 in Kyzylorda region. Graduated from Korkyt Ata Kyzylorda State University with a degree in hydraulic engineering. Under the "Bolashak" program, he received a master's degree in "Landscaping and Water Management" from the Institute of Reclamation, Water Management and Construction of the K.A. Timiryazev Moscow Agricultural Academy.

He began his career in 2006 as a leading specialist in land reclamation of the crop development department of the Kyzylorda regional agricultural department.

Since 2010, he has been an engineer in the water use department of the Kyzylorda water management institution in Kyzylorda.

Since December 2011, he has been a leading specialist in the agricultural development department of the Kyzylorda regional agricultural department.

In 2012, he became a chief specialist, in 2013, he became the head of the department, and in 2018, he became the deputy head of the department.

In 2020, he was appointed head of the Kyzylorda regional agricultural department.

Since September 2020, he has been appointed to the position of Head of the Aral-Syr Darya Basin Inspectorate for Regulation and Protection of Water Resources Use of the Water Resources Committee of the Ministry of Ecology, Geology and Natural Resources.

In 2023, he was appointed Deputy Chairman of the Water Resources Committee of the Ministry of Ecology and Natural Resources.

From December 2023 to the present, he has served as the coordinator of the management group of the "Improvement of Irrigation and Drainage Systems Phase 2" project of the Water Resources Committee of the Ministry of Water Resources and Irrigation.
