Energy efficiency in Kazakhstan: results of 2024

In 2024, the Institute of Electric Power Industry Development and Energy Conservation JSC, a subordinate organization of the Ministry of Industry and Construction of Kazakhstan, demonstrated significant progress in implementing measures to improve the energy efficiency of the country's economy. 31 projects were included in the Energy Efficiency Map for the year. The total investment amounted to 20.6 billion tenge, and the expected savings amounted to 0.62 billion tenge per year.
The economic effect is confirmed by the high return on investment: 54 tenge of investments were attracted for 1 tenge of budget funds. In total, 275 projects with a total cost of 138.23 billion tenge are being implemented under the Map, with annual savings of 9.7 billion tenge. Of these, 116 projects are implemented through the mechanisms of energy service contracts (ESCOs) and public-private partnerships (PPPs). The expected savings on these projects amount to 5.09 billion tenge per year.
Special attention is paid to the development of a new cluster of small and medium-sized businesses, including energy service companies, suppliers and distributors, which contributes to the formation of the energy services market. Due to the implementation of these projects, tax revenues to the budget amounted to 2.5 billion tenge due to VAT.
An important area of work remains the formation of a Register of domestic manufacturers and suppliers of energy-saving materials and technologies. In 2024, new companies entered the register, increasing the total number of participants to 84 manufacturers. This contributes to the integration of domestic technologies and materials into projects, stimulating the development of national industrial potential.
Thus, the institute's activities demonstrate a systematic approach to improving energy efficiency, ensuring the sustainable development of the economy of Kazakhstan. The successful implementation of the plans, the attraction of private investment and the development of market clusters confirm the effectiveness of government policy in this area. In the future, special attention will be paid to increasing the number of projects implemented through ESCO and PPP, expanding the Register of domestic producers and creating conditions for attracting additional investments in energy conservation.
