Minister of Health of the Republic of Kazakhstan Akmaral Alnazarova summed up the results of the department's work in 2024 and congratulated Kazakhstanis on the upcoming 2025, wishing all citizens health, happiness, well-being, and happiness.
Dear Kazakhstanis! At the same time, the outgoing year was full of challenges and new opportunities for deep transformations for the healthcare system of Kazakhstan.
On behalf of the Head of State, a number of important legislative acts were initiated in 2024, and practical steps were taken to improve the accessibility and quality of medical care for every citizen of the country.
The Ministry has developed a draft law on the formation of a single package of medical care, ensuring the financial stability of the system and increasing the responsibility of local executive bodies for participation in the health insurance system for certain categories of socially vulnerable segments of the population.
At the initiative of the Ministry of Health, cancer screenings will be available in the GOBMP package starting in 2025, and work is currently underway to amend the Code on Public Health and the Healthcare System.
Starting in 2026, it is planned to provide free consultative and diagnostic assistance for suspected 13 socially significant diseases, so our citizens will be able to undergo free diagnostics and timely identify pathologies, which will improve their health and overall quality of life.
In order to improve the quality and accessibility of medical care to the population at the primary level, the requirements for polyclinic organizations have been increased. self-registration to specialized specialists has been organized, planned receptions are being implemented.
The frequency, volume and frequency of dynamic monitoring have been optimized, as well as the list of diagnostic services, which includes tests with high evidence-based effectiveness. The patient's route has been improved, indicating the regulation of the stages and volumes of research.
A unified list of advisory and diagnostic services has been standardized in preparation for routine hospitalization, with a reduction in required laboratory tests by 42 units, and the validity period of research results has been extended from 14 days to 6 months.
Since March, the One-Day Clinic project has been implemented, allowing for innovative methods of prenatal diagnosis for pregnant women and timely identification of the risk of having a child with pathology.
To date, the maternal mortality rate has been reduced by 32% compared to the same period last year.
As part of the President's Address, measures have been taken to improve the quality of medical education and introduce a system of differentiated grants, depending on the level of the educational process, to address the shortage of qualified medical personnel.
As part of improving the effectiveness of the healthcare personnel policy, the Head of State signed a law in April this year that provides for the establishment of monetary payments in the amount of 100 minimum wages or 8.5 million tenge to in-demand medical workers employed in rural regions, it is also aimed at improving the status of a medical worker and the prestige of the medical profession.
The healthcare system is not only the most important sector that ensures the well—being of the nation, but also the basis for the sustainable development of the country.
Our goal is to implement comprehensive changes that will make healthcare affordable, efficient and of high quality for every citizen of Kazakhstan.
