Statements about the discrepancy between the data of the USDA and the Ministry of Agriculture of the Republic of Kazakhstan on grain yields in Kazakhstan by 8 million tons are untrue. Thus, 18 million tons collected by Kazakhstan according to the data of the division of the US Department of Agriculture (USDA) are wheat crop data, and 26.7 million tons according to the Ministry of Agriculture of the Republic of Kazakhstan are grain and leguminous crops (barley, oats, peas, lentils, etc.), including wheat. It should be noted that in all official reports, the Ministry of Agriculture of the Republic of Kazakhstan has consistently disclosed data that the total harvest of 2024 includes cereals and legumes, for which joint mention in agricultural statistics is an abnormal practice.
According to the operational data of the akimats of the regions, grain and leguminous crops were harvested from an area of 16.7 million hectares with an average yield of 16.1 c/ha, 26.7 million tons in initial weight were harvested.At the same time, according to the statistical form "On the harvest of agricultural crops", data are submitted by agricultural producers once a year at their location to the statistical authorities. The final data will be published on the website of the Bureau of National Statistics of the Republic of Kazakhstan in early February. At the same time, the data in the initial weight may differ from the final data on average, taking into account refactoring.
The arguments for the thesis of overestimated data on the 2024 harvest include a decrease in yields due to floods, although small areas of agricultural land fell into the flood zone, the commission confirmed the damage from flooding by 3.8 thousand hectares. In addition, most soils quickly absorb moisture, and its sufficient volume contributes to a high yield.
Other arguments, such as the lack of fertilizers and agricultural machinery, are also untenable. Thanks to the government support, there is a positive trend in the application of mineral fertilizers. Thus, over 5 years, the volume of fertilizers increased 2.2 times from 600 thousand tons in 2020 to 1.2 million tons in 2024 (the volume of subsidies during this period increased 1.7 times from 27.3 to 46.4 billion tenge).
The same applies to the rate of equipment renewal: by the end of 2024, the industry reached 5.5% of the fleet renewal rate, which is 1 percentage point higher than a year earlier. In 2024, a large–scale program of preferential leasing of agricultural machinery of domestic production in the amount of 120 billion tenge was launched with a remuneration rate of 5% per annum and for a period of 7 years. In 2024, farmers purchased 22,000 units of machinery, which is 12% higher than in 2023.
The necessary measures were also taken to combat diseases – working capital was provided at 5%, including for the purchase of plant protection products, and subsidies for pesticides amounted to 35.9 billion tenge.
