In accordance with the instructions given by the head of state in the address to the people "economic course of Fair Kazakhstan", in 2023 a new tariff policy for regulating the sphere of natural monopolies was adopted – "tariff instead of investment". Its main goal is the modernization of engineering infrastructure and the rational use of resources, especially water.
Currently, Kazakhstan has revised the principles of tariffs for drinking water for individuals, within the framework of which "social norms of consumption" have been introduced. According to the committee for regulation of natural monopolies of the Ministry of national economy of the Republic of Kazakhstan, the new tariff algorithm follows the principle "the more you consume, the more you pay". This means higher tariffs for consumers who use water uneconomically.
Within the framework of these measures, in order to stimulate the rational use of Water, new water consumption standards have been adopted in Almaty for consumers who do not have metering devices. According to the state enterprise" Almaty Su", these norms have changed for the first time since 1989. According to the document, from January 2025, new rates for calculating water and sewerage were introduced.
For residents of houses where metering devices are not installed, payment is calculated according to the following norms:
The consumption of 15 cubic meters of water per month is provided for each registered person. Payment at the actual tariff 2 217.60 tenge;
If there is a centralized sewer system, an additional 687.96 tenge is charged for each person.
The former norms, which have been in force since 1989, were quite low: for private houses 3-6 cubic meters per person per month, for apartments – 8.4 cubic meters. These outdated norms did not encourage consumers to install meters or save water. As a result, only 65% of residential buildings are currently equipped with water meters.
According to experts of the state enterprise" Almaty Su", previously private houses were not connected to Central Communications. Currently, thanks to the measures taken, the private sector is actively connecting to the city's engineering systems. At the same time, the volume of water consumption has increased due to the presence of several sanitary facilities, baths, saunas and swimming pools in modern houses.
On the official website of the state enterprise "Almaty Su" with the current tariffs for cold water supply and sewerage services, as well as the amount of payments for consumers who do not have water meters (almatysu.kz) you can get acquainted. The site also contains a list of licensed organizations for the installation and inspection of water metering devices.
In this regard, in accordance with the rules for providing social assistance in Almaty, determining the amount and determining the list of certain categories of citizens in need, reimbursement of costs for the purchase, installation or inspection of individual metering devices for hot and (or) cold water supply and gas supply is provided. This assistance can be used by citizens whose average per capita income does not exceed three times the subsistence minimum. The amount of reimbursement of costs for each device does not exceed 3.4 (four out of three whole tenths) monthly calculation indices.
1) low-income citizens (families) receiving state targeted social assistance and (or)housing assistance;
2) large families with four or more minor children;
3) disabled people of the first, second and third groups;
4) old-age pensioners in accordance with paragraph 1 of Article 207 of the social code of the Republic of Kazakhstan.
Consumers are required to apply to the District Social Security Department at their registered address for compensation.
