An expanded Board meeting was held at the Ministry of Internal Affairs to discuss the results of work for 2024, as well as identify key tasks for the coming period.
The meeting was attended by the heads of all territorial police units, regional commands of the National Guard, departments of the penal system and departmental educational institutions.
— In his recent interview, the Head of State once again stressed the need to ensure the implementation of the principle of Law and Order, which is the foundation of a just Kazakhstan. In addition, important and specific instructions were given, in particular, countering crime, suppressing banditry, ensuring strict enforcement of adopted laws, as well as combating corruption. The implementation of these directions is our main task," Interior Minister Yerzhan Sadenov said, addressing his colleagues.
Thanks to the comprehensive measures taken last year, the number of crimes in the country decreased by more than 12.5 thousand, and total criminal offenses – by more than 8 thousand. There has been a decrease in particularly dangerous crimes, including murder, causing serious harm to health, theft, cattle rustling, fraud, robberies and robberies.
Strengthening legislative initiatives aimed at ensuring the safety of citizens, the active use of modern digital solutions, carrying out large-scale work aimed at shaping the legal awareness of young people, as well as increasing human resources in law enforcement agencies have played an important role in crime prevention.
It was possible to reduce the number of crimes committed by minors, in public places and with the use of weapons. Along with this, thanks to the introduction of modern investigative methods, the detection rate for all categories of crimes has been improved.
It is worth noting that in general, 2024 was declared the "Year of Human Resources Improvement" by the head of the department. This important step was aimed at improving the professional level of police officers and increasing their work efficiency. One of the significant events was the extraordinary certification of middle managers.
A committee on combating drug crime has been established in the structure of the Ministry. In 12 months, 7,920 drug violations were detected, including 3,430 crimes. Almost 22 tons of drugs were seized. 63 drug laboratories have been liquidated.
An equally important task for the police is to counter organized crime. 45 facts of leadership and participation in organized criminal groups, as well as three transnational ones, were identified and suppressed.
Given the rapid development of digital technologies in recent years, the fight against cybercrime has become an important task. To solve this problem, a specialized department has been created, which focuses on improving methods for uncovering and detecting online fraud.
According to the results of operational search activities, 1,949 criminal offenders wanted for serious and especially serious crimes were detained during the year, and 1,361 missing persons were located.
The issue of road safety, which is relevant, is considered, especially in the context of an increasing number of cars, increasing traffic density and the need to improve infrastructure. Over the past year, more than 30 thousand accidents have been registered.
Taking into account the shortcomings, the guards were instructed to step up work with road organizations and local executive bodies to improve the safety of road infrastructure, as well as to ensure targeted work with malicious violators of traffic rules using digital capabilities.
Summing up the results of the past year, the Minister instructed to strengthen preventive work and review approaches, involving the public in this area, to strictly suppress all crimes against the individual, and to ensure law enforcement on the ground.
— I would like to emphasize that the achieved results have become possible due to a shift in emphasis on preventive work. This year, it is necessary to actively continue this direction. The main thing is to prevent crimes as much as possible, eliminate the causes and conditions that contribute to their commission. I declare 2025 the "Year of prevention: police on guard of law and order." I set specific tasks for the heads of the territorial divisions of the Department of Internal Affairs to strengthen preventive measures and raise citizens' legal awareness. In order to strengthen the narrative of Law and Order, we will continue the offensive fight against crime, ensuring reliable protection of the rights and freedoms of law–abiding citizens," said Interior Minister Yerzhan Sadenov.
