Implementation of a set of flood prevention measures

  The Ministry of Emergency Situations continues to actively prepare for the 2025 flood season. Local executive bodies are being coordinated to implement anti-flood measures.

  Today, the reduction of flood risk in the regions in 2025 is being implemented by republican and regional program documents (comprehensive plans for socio-economic development and regional development plans, regional plans for engineering work to prepare for the flood season).

  In addition, after the end of the 2024 flood season, local executive bodies, together with the territorial divisions of the Ministry of Emergency Situations, made adjustments and clarifications to the list of settlements and areas at risk of flooding, as of the results of 2024, their number was 1,223.

  In order to prevent floods in East Kazakhstan, 33 events were fully implemented in the summer-autumn period under the flood prevention work plans of cities and districts, 55 events under the engineering work plan, as well as preventive measures were taken on the roads of the region, the affected areas were restored during the measures, and water pipes (structures) were replaced. Particular attention was paid to raising the embankments and embankments that strengthen the coast above critical levels, which will allow minimizing the risk of flooding of settlements and increasing the volume of water intake compared to previous years. The volume of work carried out to strengthen the coast amounted to 64 km, repair (construction) of dams, embankments, shafts - 36 km, 19 km of river channels were cleaned. In addition, work was carried out on the construction of 58 km of ditches and canals, the repair of 3 bridges, the replacement of 45 culverts (structures), and the cleaning of 283 km of ditches and canals.

  Implementation of flood control measures according to the roadmap, engineering works, and flood control plans allows us to significantly reduce the harmful effects of flood waters: it protects settlements from flooding, reduces material damage, and prevents victims among the population. In addition, two aerial reconnaissance flights were conducted during the ice-freezing period of mountain rivers. Work is underway to develop a digital map of the region, displaying primary data on hydroposts with forecasting elements in the region, as well as information on flood control works.

  Akimats are creating reserves of sandbags, inert and fuel and lubricants. Currently, local executive bodies have removed more than 83 thousand cubic meters of snow.

  Anti-flood measures continue in the West. Dangerous areas in the territory of the city of Uralsk are under control. Deputy Akim of the region Bakytzhan Narymbetov, city Akim Murat Baimenov and acting head of the city's emergency management Olzhas Abdrakhman visited dangerous areas, namely the "Venera", "Rechnik", "Yagodka" gardening partnerships, the villages of Derkul, Komintern.

  Today, work is underway to protect the territory of a number of settlements at risk of flooding by reinforcing the soil, digging canals, installing water supply structures, constructing drainage ditches, and cleaning channels for collecting melted snow. Special attention was paid to the work being carried out, specific tasks were given to contractors and their timely implementation was required.

  In Pavlodar region, a complex of measures aimed at eliminating the possible consequences of spring floods is being actively carried out. As part of the implementation of the approved engineering work plan, 47 measures have been prepared, 21 of which have been implemented and completed. The main focus of current work is the strengthening of embankments and the creation of a system of diversion channels, which will significantly increase the resistance of territories to flood hazards. This work is being carried out thanks to the interaction of various state structures.

  For example, in the city of Aksu, the construction of an embankment protecting small areas from the southeast has been completed. An important facility is an artificial embankment on the "Atameken-Aksu-Koktobe-Ulken Akzhar-Kurchatov" highway, which will provide reliable protection for transport routes. Additional work, including deepening the roadsides and installing water pipes, is being carried out in the Koktobe-Kentubek district and other districts.

  General flood preparedness activities are ongoing and under constant monitoring.
