Voucher financing: how does it work and what are the advantages?

In 2024, Kazakhstan began implementing a pilot project to place a government order for preschool education and training using the voucher financing methodology. Today, this system operates in cities such as Taraz (Zhambyl region), Turkestan, Shymkent, Uralsk and Astana.
The pre-school Education voucher financing project provides access to government procurement for all pre-school organizations, including newly opened ones, provided they meet the established requirements.
The main advantages are that parents are given the opportunity to choose a kindergarten on their own, which encourages healthy competition among both private and public preschool organizations. The system provides for a condition that ensures, first of all, transparency of the entire financing process, when "the money goes for the child, and not for the institution."
The new system allows not only to simplify the procedure of queuing for a place in kindergarten, but also eliminates the factors of "catching places" and "rolling back numbers." It should be noted that one of the principles of voucher financing is to create dynamic competition and, consequently, improve the quality of services.
The gradual scaling of the voucher financing system across the country is planned from 2025.
