Guldana Malikkyzy, Head of the Department of Heraldic Work at the Ministry of Culture and Information, conducted a special seminar on this topic in Ust-Kamenogorsk. It was attended by government officials, representatives of non-governmental organizations, heads of city and district departments of internal policy, as well as specialists monitoring the use of state symbols.
The participants discussed not only the issues of popularization of state symbols, but also the standards of their use, as well as legislative requirements.
Our main goal is to use the state symbols of the Republic of Kazakhstan in accordance with the requirements of the law and to conduct awareness—raising activities to promote them. Within the framework of the seminar, it is planned to check and monitor the work of public and private institutions, joint-stock companies, private entrepreneurs and district akimats. Warnings will be issued for violations identified, and if necessary, liability measures will be applied within the framework of the Administrative or Criminal Codes," Guldana Malikkyzy said.
As it was noted at the seminar, in 2024, amendments were made to the Criminal Code regarding the desecration of state symbols. Currently, a fine of 3 thousand rubles is provided for desecration of symbols. MCI (more than 11 million tenge). The Administrative Code also provides for heavy fines.
There are 835 institutions in East Kazakhstan region that use state symbols. They contain 1,700 flags and 1,461 coats of arms. Regular checks are carried out on the correctness of their use, their condition is monitored. In the future, it is planned to install flagpoles at border posts. A register of state symbols will also be compiled. The seminar participants noted that recently Kazakhstanis have become more interested in state symbols. It is not uncommon to see flags on the balconies of houses and on cars. This is how people demonstrate their patriotism.
