Beisenov Anuar Talgatovich was born on October 29, 1994 in the city of Akmola (Astana). In 2016, he graduated from the Kazakh Agrotechnical University named after S. Seifullin with a degree in Land Management.
He started his career in 2015 as an accounting technician for participation in public works in his spare time for students of the State Institution "Management of Land Relations and Control over the Use and Protection of Land in Astana", where he worked until June 2017. From June 2017 to January 2020, he held the positions of an employee, chief specialist of the Department of organizational and control work of the State Institution "Office of the Akim of Kostanay". From March to September 2020, he worked as the chief specialist of the Department of Agriculture and Advanced Technologies of the State Institution "Department of Agriculture and Land Relations of the Akimat of Kostanay region".
From October 2020 to February 2022, he held the positions of chief specialist and head of the Department of State Control over the Use and Protection of Lands of the State Institution "Directorate for Control over the Use and Protection of Lands of the Akimat of Kostanay region". From February to September 2022, he worked as the head of the Department of State Control over the use and protection of lands – State inspector of the Russian State Institution "Department for Land Management of Kostanay region of the Committee for Land Management of the Ministry of Agriculture of the Republic of Kazakhstan." From September 2022 to November 2023, he held the positions of Chief expert of the Department for Monitoring Land Use and Improving State Control over land Use and Protection, Head of the Department for the Development of Regulatory Legal Acts of the RSU "Committee on Land Resources Management of the Ministry of Agriculture of the Republic of Kazakhstan".
From May 2024 to January 2025, he worked as Deputy Head of the Department of Architecture, Urban Planning and Land Relations of the Abai region.
