New cleaning system in Almaty: multi-year contracts, modern technology and innovations

Almaty became the first city where, on behalf of Akim Yerbolat Dosayev, an integrated approach to the maintenance of streets and courtyards was developed and applied.
Thus, three-year contracts are concluded with contractors. Now companies can safely plan the long-term development of their business and invest in the purchase and renewal of a fleet of specialized equipment. At the same time, the amount allocated annually within the framework of a three-year contract is indexed. In addition, the mayors of the districts are spared the headache of conducting competitive procedures when there are no people willing to participate in the tender.
At the same time, the activities of the state municipal enterprise "Almaty Tazalyk" have been optimized, whose activities are focused on cleaning streets of main and urban values. In 2025, the volume of the area of work performed by Almaty Tazalyk will decrease from 70% to 50% of the area of the city streets. This will allow attracting more companies from next year, which will give an impetus to the development of private sector entities and reduce the share of state participation.
Another innovation is the conclusion of contracts for the complex maintenance of yards. This innovation was first applied in Almaty, for which the Akimat initiated amendments to the relevant orders of the Ministry of Finance of the Republic of Kazakhstan. Now the contract with contractors stipulates the entire range of work at once. These are sanitary cleaning, repair of landscaping elements and maintenance of green spaces. This approach made it possible to eliminate disagreements between contractors responsible for different sites in the same yard, and to increase the responsibility of performers for the sanitary condition of the territory.
According to Akim of Zhetysu district Lyazzat Zhylkybayeva, new approaches to the organization of sanitary cleaning of the city make it possible to effectively carry out work throughout the district. In addition, the responsibility of contractors interested in working on a long-term basis is also increasing.
"In our Zhetysu district, in the last week of autumn, sanitary cleaning of house territories, squares, ditches and streets was actively carried out. By the way, there are 269 of them in the district with a total length of 290 km. Three organizations staffed by 165 workers and 156 units of special equipment monitor the high-quality and timely sanitary maintenance of streets, sidewalks and irrigation ditches in the district. Among them are snow loaders, sand spreaders, dump trucks, grader, tractors with brushes and others. Each organization has covered bases for storing sand and salt mixture in order to eliminate slipping on the roads in a timely manner," the akim of the district said.
The modernization of the cleaning system has made the streets and courtyards of Almaty cleaner and more comfortable. This is noted by residents and guests of the metropolis.
"As a resident of Zhetysu district, I see how the city is changing. I visit the Ornek Leisure Center, where I participate in environmental actions — I plant trees and remove garbage. The Taza Kazakhstan program really works, and it motivates us to be active! Almaty is our city, and we will make it clean!" — said Kamila from Almaty.
In general, sanitary cleaning in Almaty covers 24 million square meters. m of territory; 2,318 streets with a length of 2,777 km; 1,304 km of sidewalks and 1,167 km of irrigation ditches. There are also 4,020 yards cleaned daily in eight districts of the city.
