Today, Akim of the East Kazakhstan region Yermek Kosherbayev visited Zaisan district on a working trip, where active snowmelt began due to abnormally warm weather. In order to avoid spilling large amounts of water, it is necessary to clear the roads now, remove snow and clean the tubes on the roadsides, as well as check all culverts.
The head of the region held an operational meeting with representatives of the Emergency Situations Ministry, the East Kazakhstan Region and other relevant departments, as well as akim of Tarbagatai and deputy akim of Zaisan districts, where there is a possibility of flooding. According to experts, such a warm winter has not been recorded in the last 50 years.
Akim of the region noted that methods of groundwater and meltwater distribution have already been successfully applied in Markakol district and Kurchum district to minimize the risks of spring floods.
— It is important to work ahead of schedule, and for this it is necessary to update the flood risk map, including each village and a detailed emergency response algorithm for each locality in Eastern Kazakhstan. The akims of each district and village must act in case of an emergency, according to the fixed algorithm. You have to be ready for everything on time. Use the experience of other districts of the region, where effective response methods have already been developed," Yermek Kosherbayev said.
Local executive authorities and the district Department of Emergency Situations are involved in flood prevention measures.
— This is a regular situation for Zaisan. When the ground freezes, groundwater often comes out, especially in the area of the villages of Dayyr and Karabulak. When the water is collected, it flows down the slope to the tubing and then falls into Lake Kendyrli. This natural phenomenon is an annual occurrence, and you shouldn't worry," said Mirzan Imanzhanov, a hydraulic engineer.
According to rescue services and weather forecasters, temperatures are expected to drop in the region in the coming days, so there is no threat of water spillage or erosion of the road surface in this area. Specialists will continue to monitor the condition of this section and the roads of the region as a whole in order to respond promptly to possible changes in weather conditions.
Round–the-clock monitoring, daily preparation, comprehensive preventive measures are the basis for a stable passage of the flood period in East Kazakhstan region, Yermek Kosherbayev noted.
