Kaysar Mankaraev was born on April 9, 1979. Higher education. Specialties: accounting and auditing, law. Work experience in the civil service: 16 years and 9 months. He began his career in 2000 in Shymkent, working as a cashier, manager and economist at Bereke LLP. Since 2004, he has worked as a leading specialist in the Department of monitoring insolvent enterprises of the Committee for Work with Debtors of the Ministry of Finance of the Republic of Kazakhstan in Astana. In the period from 2005 to 2010, he worked in the bodies of the Agency of the Republic of Kazakhstan for Combating Economic and Corruption Offenses. From 2010 to 2016, he held the positions of Deputy director of the Republican State-owned Enterprise "Directorate of Administrative Buildings of the Parliament of the Republic of Kazakhstan", led official duties in the joint-stock company of the National Company "Oral" and worked as deputy akim of the city of Oral. From 2016 to 2022, he was the head of the Department of Economics and Budget Planning of the West Kazakhstan region, adviser to the mayor of Nur Sultan, as well as head of the Department of Strategic and Budget Planning of Nur Sultan. Since 2022, he has held the position of Head of the Department of Economics and Budget Planning of Astana city.
