In order to combat spontaneous trade and eliminate non–stationary commercial facilities illegally installed on the lands of the State Fund (hereinafter referred to as NTO) The Department of Entrepreneurship and Investments of the city of Almaty is planning a massive dismantling of the NTO from January 27 to February 17 this year.
Special working commissions have been established in all districts of the city, which include representatives of government agencies, the Almaty Police Department, deputies of the Maslikhat, members of the Public Council and the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken". The city Prosecutor's Office has also strengthened measures to ensure the legality of street trading.
In the process of dismantling, disconnection from utility communication networks, electricity and water supply is provided. The city's police department, together with the akimats of the districts, will ensure public order and security at the site of the dismantling.
To date, there are about 500 illegally installed NGOs in the city on the lands of the state fund. Demolition work has begun on them and the delivery of notices of the need for voluntary dismantling. The first more than 200 NTO owners have already received written warnings.
Recall that in accordance with the Resolution of the Akimat of Almaty dated August 27, 2024 No. 3/469 "On the identification and approval of locations for non-stationary retail facilities in the territory of Almaty", 142 locations for 157 NTO have been approved in the city. Entrepreneurs who wish to continue operating in non-stationary retail facilities legally can contact the Trade Department of the Almaty Entrepreneurship and Investment Department at 390 21 30.
In addition, efforts are being made in the city to reduce the level of spontaneous trade. According to the results of monitoring, 49 locations of mass concentrations of spontaneous trade were identified in the city (located in the vicinity of large markets, parks and squares), where over 1.2 thousand merchants are arbitrarily located. Administrative measures are applied to illegal spontaneous trade under articles 204 ("Trade in unidentified places") and 505 ("Violation of the rules of landscaping of cities and towns").
