Big changes in Altynsarin district: how new projects are changing the lives of villagers

On January 24, 2025, the akim of Kostanay region Kumar Aksakalov paid a working visit to Altynsarin district. The purpose of the visit was to assess the implementation of projects that contribute to the socio-economic development of rural areas. During the visit, the akim got acquainted with a number of facilities: a dairy farm under construction, a new House of Culture, and new residential buildings. These projects are aimed at directly fulfilling the instructions of the Head of State and are bringing great benefits to the residents of the region.

Farm in Basbek village: a confident step towards food security

The construction of a dairy farm for 660 heads of cattle has begun in Basbek village, Altynsarin district, Kostanay region. The cost of the project is 3.5 billion tenge, of which 500 million tenge were the enterprise's own funds, and 3 billion tenge were allocated as a loan at a rate of 2.5% within the framework of state support measures.

Akim of Kostanay region Kumar Aksakalov noted that this project is aimed at fulfilling the task of the Head of State to increase the share of processed products in the agro-industrial complex to 70% by 2026. The farm will produce 4.5 thousand tons of milk per year.

“This project is aimed at ensuring food security, reducing dependence on imports, and creating new opportunities for the development of the agricultural economy. "We are implementing the strategy of the Head of State aimed at the sustainable growth of the agro-industrial complex and improving the quality of life in rural areas," the head of the region said.

It should be noted that this is not the only project aimed at implementing the instructions of the Head of State in the region.
In the Kostanay region, 6 more modern industrial dairy farms are being built in the Fedorov, Karabalyk, Mendikara and Altynsarin districts for high-quality milk production.
The launch of these farms will increase milk production by 43 thousand tons, and the load on milk processing enterprises in the region will increase from 80% to 95%.

The farm director Talgat Tapaev also noted the importance of the project for the region:

 

"Prioritizing only crop production is a path that leads to risks and potential bankruptcy. Market fluctuations and climate change make such a farm unstable. Diversification is not just a choice, it is a necessity for survival and growth. Developing dairy farming is a real way to strengthen your own economy, reduce dependence on one direction, and ensure long-term sustainability.
Understanding this, of course, thanks to state support, we have undertaken the construction of a dairy farm for 600 cows. It produces 4.5 thousand tons of milk per year and employs more than 30 local residents. Those who are not ready for change will be left behind. Our example shows that changes are possible and that they bring profit not only to the farm, but also to the entire region. Our task is to complete the project on time and put the farm into operation at full capacity,
" he said.

The implementation of such projects contributes not only to the economic development of the region, but also to the improvement of social infrastructure, creating conditions for raising the standard of living of rural residents.

 

House of Culture: a center of creativity and unity

The next object of the working trip of the regional akim Kumar Aksakalov was the grand opening of the new House of Culture in the village of Bolshaya Churakovka. This project, implemented within the framework of the “Village – Cradle of the Nation” program, has become an important event for the villagers. 404 million tenge was allocated for the construction of the facility.
The House of Culture can accommodate up to 100 people daily, which will allow for creative development, effective leisure activities and preservation of traditions.

At the grand opening ceremony, Kumar Aksakalov noted the importance of such projects:

The new House of Culture is not just a building. It is a center of life, creativity and inspiration. We are improving the cultural infrastructure in rural areas, creating conditions for residents to develop themselves and preserve their traditions. After all, the development of culture is closely related to the development of the economy. A culturally and intellectually developed person is the main driving force of the country's economic development."

Maslikhat deputy Botakoz Bidauletova also noted the special place that this facility occupies in the cultural life of the district:

"Today's event is a vivid example of how the instructions of the Head of State on the development of culture are being implemented in local areas. The House of Culture unites the villagers and becomes a center of creativity and inspiration for representatives of all generations."

In addition, a village resident, youth representative Talgat Kapiyatov shared his impressions:

"The opening of the House of Culture is a very important event for young people. Here, all conditions have been created for creativity, sports and communication. We have the opportunity to participate in choreography, wrestling circles, play table tennis, and even train in the gym. This place unites us and gives us new opportunities for development. We are grateful for such a gift and are confident that the House of Culture will become a center of inspiration and activity for every resident."

The opening of the House of Culture in the village of Bolshaya Churakovka is a contribution to the development of the social infrastructure of the village. The facility will become an important part of the daily life of residents, allowing them to preserve traditions, reveal creative potential and strengthen the unity of rural society.

Last year, funding for the cultural sector in Kostanay region increased by 24.3% and amounted to 16.9 billion tenge. Particular attention is paid to improving the infrastructure of cultural facilities, which will allow us to implement projects such as the construction of a new House of Culture.
Such large-scale projects demonstrate that state support is a real step towards the development of rural areas. These are not just words, but real actions to create favorable conditions for living, working and being creative.

 

Housing for large families: new houses in the village of Ubagan

The last destination of the regional akim's working trip was the village of Ubagan, Altynsarin district. Here, the keys to eight new two-apartment houses were ceremonially handed over. This project was implemented within the framework of the state program to provide affordable housing, which is being implemented in order to fulfill the instructions of the Head of State.

A total of 298.2 million tenge was spent on the construction. The average area of ​​​​each apartment is 85 square meters. The houses are built with neat finishing, equipped with all necessary communications and are fully ready for occupancy. Among the owners of the new houses are large families, orphans and representatives of socially vulnerable groups.

At the solemn ceremony, the akim of Kostanay region Kumar Aksakalov noted:

«We are increasing housing construction every year. According to the results of 2024, about 500 thousand square meters of housing were put into operation, and more than 5 thousand families were provided with apartments. Last year, funds were allocated for the purchase of rental housing on the instructions of the Head of State. 940 apartments were purchased in the region for more than 18 billion tenge, which is 5.7 times more than in 2023. This year, it is planned to purchase 1,000 apartments for citizens on the waiting list."

According to the akim, providing citizens with affordable housing is one of the important directions for implementing the tasks of the country's leadership. New houses are not just shelter, but a symbol of confidence in the future and an improvement in the quality of life. We will continue to work to solve housing problems, create conditions for every family to have a comfortable home and build a stable future.

Gulshat Suyesenova, a mother of many children, who received the keys to the new house, shared her joy:

«This is a great happiness for our family. Now we have our own comfortable home, where our children grow up in good conditions. We are very grateful to the state and the country's leadership for supporting large families. This is a new stage in our lives, we will always remember this moment."

The construction of eight houses is just the beginning. This year, the district authorities plan to build another 7 two-apartment houses, which will allow providing even more families with housing.

These projects are a clear example of the successful implementation of the state program aimed at supporting rural areas. Each new house is a guarantee of the stability and confidence of rural residents in the future.

The akim's working trip showed how state support can change the lives of rural residents. These projects are aimed at creating conditions for a comfortable life, strengthening the economy, and creating conditions for the development of rural youth. Thanks to such initiatives, villages are becoming places where you want to live, work, and build your future.
