YEAR OF WORKING PROFESSIONS: SENATORS HELD A ROUNDTABLE ON LABOR RESOURCES

Speaker of the Senate Maulen Ashimbayev met with labor collectives of the North Kazakhstan region, deputies of the maslikhat, members of the Assembly of the People of Kazakhstan, representatives of public and religious associations. During the visit to the region, issues related to the implementation of the instructions of the Head of State within the framework of the Year of Working Professions and the development of new production facilities that pave the way for the growth and prosperity of the regions were also discussed. It was noted that the joint work of the Senate and maslikhats in important areas is of particular importance.
The Speaker of the Chamber participated in a round table on the topic "Development of labor resources in the regions of Kazakhstan: current state and prospects". In his speech, he drew attention to the importance of developing new production facilities that pave the way for the growth and prosperity of the regions, one of the priorities set by the Head of State in his Address. As Maulen Ashimbayev noted, to achieve this goal, it is necessary to conduct comprehensive work at all levels with qualified, professional specialists.
“Our President Kassym-Jomart Kemelovich Tokayev, in an interview with the “Ana tili” newspaper, noted that ensuring economic growth is the main task facing us. Currently, industry specialists in our country are in demand - engineers, power engineers, water management specialists, agronomists, veterinarians and representatives of other important specialties. Therefore, the Head of State declared 2025 the Year of Working Professions. In this regard, it is important not only to train these specialists, but also to form a unique labor culture in our country, educate respect for working people, and promote the values of hard work and professionalism. Working people are the basis of the country's development. Therefore, the prestige of working professions must be at a high level,” said the Speaker of the Senate.
In this regard, emphasis was placed on specific measures aimed at ensuring the qualitative economic development of the regions, taking into account their specifics and current problems. According to Maulen Ashimbayev, the shortage of labor resources, the labor disparity between different regions, urban and rural areas and specialties, unbalanced urbanization, and the demographic crisis are the most pressing issues of our time. To solve them, it is necessary to mobilize the efforts of all stakeholders towards a common goal.
“Ensuring the balance of labor resources between regions is an important task. There are regions with an excess of labor resources, such as Turkestan and Zhambyl regions, and regions with a shortage of labor. For example, the North Kazakhstan region. The process of natural population decline in this region also has its consequences. Today, the birth rate in the North Kazakhstan region is low, and the mortality rate is high. This creates problems that lead to a slowdown in economic growth and a decrease in production potential. Taking into account demographic trends and the needs of our economy, we understand the great importance of systematizing internal migration of labor resources, personnel rotation, and revitalizing youth training and employment programs. It is necessary to analyze past experience, study why those programs were ineffective, and work out the necessary steps and mechanisms to increase the scale of labor migration in our country,” the Chairman of the Chamber noted, noting that labor migration programs should be further developed.
During the meeting with the deputies of the Maslikhat and the public of the region, Maulen Ashimbayev touched upon the agro-industrial potential of the North Kazakhstan region, and expressed the readiness of the Senate deputies to provide legislative support for its implementation. In this regard, industrial and infrastructure projects, as well as other key areas of joint work, were discussed. The meeting also noted that the issue of infrastructure modernization, including the modernization of electricity networks in villages, is of great importance.
“The region also pays great attention to infrastructure modernization. In particular, last year, the construction of a new chimney at the 2nd CHP was completed. Work is underway to upgrade electricity networks in rural areas. Senators took into account the proposals of the North Kazakhstan region when considering the republican budget for 2025. As a result, additional funds were allocated for the implementation of important infrastructure projects. Specifically, these are projects related to water supply and heating of villages and regional development. In the future, the Chamber, together with the senators elected from this region, will continue to provide the necessary assistance and support for the comprehensive development of the North Kazakhstan region,” said Maulen Ashimbayev, calling on the deputies of the Maslikhat to actively participate in the legislative work of the Parliament and develop conceptual proposals to solve urgent problems in the regions.
Members of the Assembly of the People of Kazakhstan and religious representatives of the region also attended the meeting. The deputies of the parliament discussed important issues related to the development of spiritual diplomacy with them and exchanged views on the implementation of the goals and objectives within the framework of the VIII Congress of Leaders of World and Traditional Religions.
“We will continue our joint work to ensure the spiritual, cultural, and humanitarian interests of all ethnic groups in our country. One of the most important tasks in this matter is obviously the promotion and support of the state language. The Kazakh language is one of the main mechanisms that unite all ethnic groups in Kazakhstan in a common goal. There is no doubt about it. In general, today we all need to unite around common values, such as statehood, independence, and the policy of our President aimed at strengthening unity and harmony in the country. "I believe that the North Kazakhstan region will set an example for other regions," said the Chairman of the Senate.
Also, as part of the visit, the senators visited the North Kazakhstan University named after Manash Kozybayev, which has more than 6 thousand students, and got acquainted with the educational work, research activities and further development strategy of the educational institution. The deputies were also introduced to the activities of the educational and laboratory building with laboratories for livestock and crop farming. Experiments and scientific research are conducted there.
The Chairman of the Senate also got acquainted with the activities of the Citizen Reception Center. In addition, he met with the labor collectives of the greenhouse complex of Zeleny Sever LLP and the deep wood processing plant of Nord Panels LLP.
Maulen Ashimbayev also met with the collective of the inclusive dance group Sensitive and para-athletes of the regional Boccia branch at the creative industry center Qyzyljar Creative Center. This project, implemented in order to fulfill the instructions of the Head of State, contributes to the training of specialists necessary for the creative economy, improving the abilities of young talents, and providing support to them, while creating appropriate conditions to reduce the outflow of young people from the region.
