The Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan, Svetlana Zhakupova, held a video conference with the Advisor to the President of Uzbekistan - Director of the National Agency for Social Protection under the President, Mansurbek Olloerov. During the meeting, the parties discussed issues of developing cooperation in the social sphere.
At the beginning of the meeting, Svetlana Zhakupova thanked Mansurbek Olloerov for such a meeting and introduced the main measures being implemented by the Ministry.
In particular, the Head of the Ministry of Labor and Social Protection informed about the Social Code, adopted in 2023, which establishes the basic social rights of citizens from birth to old age. One of its main innovations is the introduction of a digital family card. It provides an integrated platform that informs citizens about relevant state support measures, as well as allows state bodies to analyze data for effective planning of the socio-economic development of regions.
“The digital family card is aimed at supporting Kazakhstani families and improving their well-being. It also helps state bodies develop forecasts and programs for social development, which will contribute to improving the planning of tasks and directions of social policy,” Svetlana Zhakypova noted.
The minister also spoke about the concept of inclusive policy for 2025-2030, within the framework of which it is envisaged to transition from the medical-social model of disability to the social-legal protection model. New approaches to the assignment of targeted social assistance and the transformation of the social service system were also proposed. Particular attention was paid to the introduction of licensing of organizations providing specialized social services and increasing the qualification requirements for social workers.
In turn, Mansurbek Olloerov highly appreciated the work of Kazakhstan in the social sphere, noting the success of the implemented projects. He expressed interest in exchanging experience in these areas and suggested considering the possibility of joint work. She also invited the Kazakh delegation to Uzbekistan to discuss further steps to strengthen cooperation.
At the end of the meeting, the Head of the OSCE supported the mentioned initiatives and noted the importance of strengthening bilateral ties in the field of social protection of the population. Svetlana Zhakupova expressed Kazakhstan's readiness to share its experience and develop fruitful cooperation on all projects of interest.
