In 2024, 613.1 billion tenge was spent from the republican budget to pay state social benefits (hereinafter referred to as SSB) for disability and loss of a breadwinner. In addition, social payments for loss of working capacity and loss of a breadwinner in the amount of approximately 80.3 billion tenge were made from the State Social Insurance Fund (hereinafter referred to as the MSIF).
As of the results of 2024, the number of MSIF recipients for disability was approximately 552.3 thousand people, and for loss of a breadwinner - approximately 193.9 thousand people.
The amount of state social benefits for disability depends on the group and cause of disability, as well as the amount of the minimum subsistence level established by the Law "On the Republican Budget" for the relevant financial year.
The amount of state social benefits for loss of a breadwinner depends on the number of people dependent on the deceased breadwinner, the causes of death and the minimum subsistence level.
In addition, social payments are made from the MSIF in case of social risks to participants in the mandatory social insurance system. In 2024, 102.3 thousand people received social benefits for loss of working capacity, and about 67.9 thousand families received social benefits for loss of a breadwinner.
The amount of payments is individual and depends on: average monthly income for which social contributions were made to the Social Insurance Institution of the Republic of Kazakhstan in the last 2 years, coefficients for loss of working capacity, number of dependents, length of participation in the compulsory social insurance system, and income replacement.
These payments are made in addition to similar benefits paid from the republican budget.
From January 1, 2025, the amount of state social benefits for disability and loss of a breadwinner increased by 6.5% due to the increase in the minimum subsistence level. By decision of the Government of the Republic of Kazakhstan, the amount of social benefits paid from the Social Insurance Fund for loss of working capacity and loss of a breadwinner has also increased by 6.5%. Thus, the amount of social insurance for disability due to a general illness is 101,702 tenge for group 1, 81,362 tenge for group 2, and 55,474 tenge for group 3. As of January 1, 2025, the average amount of social benefits for loss of working capacity is 60,407 tenge, and for loss of a breadwinner is 64,772 tenge.
